พระบาทสมเด็จพระเจ้าอยู่หัว
ความเป็นมา :
- พระบาทสมเด็จพระเจ้าอยู่หัวมีพระราชดำริเมื่อ พ.ศ. 2523และยังไม่มีหน่วยงานใดดำเนินการมาก่อน
- ดำเนินงานมาแล้วตั้งแต่ปี พ.ศ. 2523 แต่มีพระราชดำริใหม่เพิ่มเติม พ.ศ. 2528
- ทรงมีพระราชดำริ (พระบาทสมเด็จพระเจ้าอยู่หัว) กับนายพิศิษฐ์ วรอุไร ตำแหน่งอาจารย์และหัวหน้าศูนย์บริการพัฒนาขยายพันธุ์ไม้ดอกไม้ผลบ้านไร่ฯ คนแรก สังกัด มหาวิทยาลัยเชียงใหม่ สถานที่ พระราชทานพระราชดำริ บ้านโรงวัว ตำบลแม่สอย อำเภอจอมทอง จังหวัดเชียงใหม่ เมื่อ พ.ศ. 2527

โดยสรุปประเด็นสำคัญดังนี้ “ งานนี้เป็นประโยชน์ถึงประชาชนอย่างแท้จริงให้ขยายงานไปให้มากและหาคนให้มาช่วยงานเพิ่มขึ้น” พระราชกระแสรับสั่งนี้ พระราชทานหลังจากที่ได้เริ่มงานครั้งแรกโดยรับพระราชทาน พระราชทานทรัพย์ เมื่อ พ.ศ. 2523 เพื่อทดลองขยายพันธุ์ไม้ดอกไม้ผล และได้เริ่มทำแปลงสาธิตในหมู่บ้าน ที่บ้านไร่ หมู่ที่ 1 ตำบลบ้านแหวน อำเภอหางดง จังหวัดเชียงใหม่ ซึ่งต่อมาได้ตั้งเป็นโครงการชื่อโครงการว่า “ โครงการศูนย์ขยายพันธุ์ไม้ดอกไม้ผล งานสาธิตฝึกอบรม และส่งเสริมอาชีพราษฎรตามพระราชดำริ”


ที่ตั้งของโครงการ :
โครงการนี้ดำเนินงานกับกลุ่มชาวบ้านเป้าหมายในถิ่นทุรกันดาร เพื่อพัฒนาอาชีพด้านไม้ดอกไม้ผล และทำงานวิจัยและพัฒนาขยายพันธุ์ไม้ดอกไม้ผล ในพื้นที่ต่างๆ
1. สถานีวิจัยและฝึกอบรมหลัก ตั้งอยู่ที่ หมู่บ้านไร่ หมู่ที่ 1 ตำบลบ้านแหวน อำเภอหางดง จังหวัดเชียงใหม่
พื้นที่ดำเนินการ 33 ไร่
2. สถานีวิจัยและฝึกอบรมย่อย ตั้งอยู่ที่ หมู่บ้านใหม่ดอนชัย หมู่ที่ 8 ตำบลยางคราม กิ่งอำเภอดอยหล่อ จังหวัดเชียงใหม่ พื้นที่ดำเนินการ 90 ไร่
3. สำนักงานประสานงาน และงานวิจัยระดับห้องปฏิบัติการ ตั้งอยู่ที่มหาวิทยาลัยเชียงใหม่
4. งานพัฒนาอาชีพเกษตรด้านไม้ดอกไม้ผล ดำเนินงานในพื้นที่ 6 จังหวัด
วัตถุประสงค์โครงการ :
1. เพื่อให้มีไม้ดอกไม้ผลพันธุ์ดีกระจายอยูตามหมู่บ้านในชนบท หากมีความต้องการหรือความจำเป็นก็สามารถขยายพันธุ์ออกปลูกเป็นจำนวนมากได้
2. เพื่อช่วยให้ราษฎรมีความสามารถในการขยายพันธุ์ไม้ดอกไม้ผล และอาจผลิตพันธุ์ไม้จำหน่ายเป็นอาชีพรองได้
3. เพื่ออนุรักษ์พันธุ์ไม้ดอกของไทย
4. เพื่อพัฒนาพันธุ์ไม้ดอกที่เหมาะสมกับสภาพแวดล้อมของไทย
5. เพื่อให้มีงานวิจัยด้านการพัฒนาพันธุ์ การขยายพันธุ์ การผลิต และการใช้ประโยชน์จากไม้ดอกไม้ผล
เป้าหมาย :
1. การพัฒนาการผลิตไม้ดอกไม้ผล
2. การพัฒนาพันธุ์ไม้ดอกไม้ผล
3. การขยายพันธุ์ไม้ดอกไม้ผลโดยใช้เทคโนโลยีชีวภาพ และวิธีมาตรฐาน
4. พัฒนาคุณภาพชีวิตราษฎรให้ดีขึ้น
5. ฟื้นฟูสภาพแวดล้อม
6. อนุรักษ์ และใช้ประโยชน์จากทรัพยากรทางชีวภาพของประเทศ
คณะทำงานโครงการศูนย์ฯ ได้กำหนดให้จัดทำแผนแม่บทระยะ 5 ปี (พ.ศ. 2550-2554) โดยกำหนดเป้าหมายการดำเนินงานดังนี้
1 ด้านพัฒนาพันธุ์ไม้ดอก จำนวน 6 กลุ่มพืชหลัก ได้แก่ แกลดิโอลัส กระเจียวปทุมมา กล้วยไม้ ดาวเรือง บานชื่น และไม้ดอกประเภทหัวอื่นๆ
2 ด้านงานวิจัย ด้านการขยายพันธุ์พืช ด้านสรีรวิทยาและเทคโนโลยีการผลิตตลอดจนการปฏิบัติหลังการเก็บเกี่ยว และงานวิจัยด้านการพัฒนาพันธุ์พืช
3 ด้านติดตามผลและพัฒนาการดำเนินงานกลุ่มชาวบ้าน ซึ่งดำเนินการในช่วงปี 2523 - 2550 ในพื้นที่ 8 จังหวัด ได้แก่ เชียงใหม่ พะเยา พิษณุโลก พิจิตร สุโขทัย กาฬสินธุ์ มหาสารคาม และชุมพร
4 ด้านสนับสนุนงานขยายผลสู่ราษฎร ในพื้นที่หมู่บ้านรอบศูนย์ศึกษาการพัฒนาอันเนื่องมาจากพระราชดำริ และโครงการตามพระราชดำริต่างๆ ตามที่ได้รับการประสานงาน
5 ด้านขยายพันธุ์พืชพันธุ์ดี ในแปลงและห้องปฏิบัติการเพาะเลี้ยงเนื้อเยื่อเพื่อใช้ในการสนับสนุนงานส่งเสริมอาชีพ
6 ด้านวิจัยการใช้ประโยชน์จากพืชพื้นเมืองบางชนิด ดำเนินงานร่วมกับโครงการอนุรักษ์พันธุกรรมพืชอันเนื่องมาจากพระราชดำริสมเด็จพระเทพรัตนราชสุดาฯ
7 ด้านการบริหารจัดการทั่วไป เช่น การพัฒนาบุคลากร การพัฒนาสถานีวิจัย การเผยแพร่ประชาสัมพันธ์

นโยบาย
1. นโยบายด้านการพัฒนาพันธุ์พืช
1.1 พัฒนาพันธุ์ไม้ดอกที่มีถิ่นกำเนิดในประเทศไทย และมีศักยภาพในตลาดโลก โดยเน้นพืชประเภทหัว
1.2 พัฒนาพันธุ์ไม้ดอกที่มีถิ่นกำเนิดนอกประเทศไทยเพื่อให้ได้พันธุ์ที่เหมาะกับสภาพของไทย
1.3 ร่วมมือกับองค์กรอื่น เพื่อพัฒนาพันธุ์ไม้ผล โดยเน้นการรวบรวมพันธุ์ไม้ผลของไทย
1.4 รวบรวมพันธุ์พืชอื่นตามความเหมาะสมและจำเป็นเพื่อนำมาใช้ประโยชน์ให้เหมาะสมกับสภาพพื้นที่ อันจะนำไปสู่เป้าหมายหลักของศูนย์ฯ
2. นโยบายด้านการขยายพันธุ์พืช
2.1 ศูนย์ฯ จะศึกษาและพัฒนาวิธีการขยายพันธุ์ไม้ดอกไม้ผลเป็นหลัก
2.2 ศูนย์ฯ จะศึกษาวิธีการขยายพันธุ์พืชอื่น ๆ ที่ศูนย์ศึกษาการพัฒนาอันเนื่องมาจากพระราชดำริ ให้ความสนใจ
3. นโยบายด้านการบริการประชาชนเกี่ยวกับการขยายพันธุ์ไม้ดอกไม้ผล
3.1 ศูนย์ฯ จะให้บริการเกี่ยวกับการขยายพันธุ์ไม้ดอกไม้ผลแก่ประชาชนที่เป็นเกษตรกร และ เยาวชนที่จะประกอบอาชีพเกษตรกรรม ในลักษณะการรวมกลุ่ม โดยประสานการปฏิบัติกับองค์กรต่าง ๆ ควบคู่กับการดำเนินงานโดยศูนย์ฯ เอง
3.2 ศูนย์ฯ จะให้การสนับสนุนพันธุ์ไม้ดอกไม้ผลแก่เกษตรกรที่ประสบภัยธรรมชาติที่ร้ายแรง
4. นโยบายด้านการตลาด
ศูนย์ฯ จะให้การสนับสนุนกลุ่มฯ ที่ผลิตพันธุ์ไม้ดอกไม้ผล ได้ทราบข้อมูลการตลาดของพืชนั้นๆ
