การพัฒนานักเรียนให้เกิดการเรียนรู้ และพัฒนาทักษะภาษาอังกฤษ ส่วนหนึ่งต้องยึดแนวปฏิบัติตามประกาศกระทรวงศึกษาธิการเกี่ยวนโยบายการปฏิรูปที่ว่า กระทรวงศึกษาธิการกำหนดให้ผู้เรียนทุกคนที่เรียนในระดับการศึกษาขั้นพื้นฐานได้เรียนรู้และฝึกฝนการใช้ภาษาอังกฤษ จนเกิดทักษะและความสามารถในระดับสื่อสารได้อย่างคล่องแคล่ว อันจะนำไปสู่การเพิ่มขีดความสามารถในการแข่งขันของประเทศ พร้อมทั้งปรับจุดเน้นการเรียนการสอนโดยเน้นด้านการสื่อสาร จัดกิจกรรมและสภาพแวดล้อมที่ส่งเสริมความสามารถ ด้านภาษาอังกฤษ เช่น การเข้าค่าย การเพิ่มชั่วโมงเรียน การกระตุ้นฝึกทักษะการสื่อสาร พร้อมทั้งปรับจุดเน้นการเรียนการสอนภาษาอังกฤษให้เป็นไปตามธรรมชาติของการเรียนรู้ โดยปรับการเรียนการสอนจากการเน้นไวยากรณ์มาเป็นเน้นการสื่อสารที่เริ่มจากการฟัง ตามด้วยการพูด การอ่าน และการเขียนตามลำดับ (กระทรวงศึกษาธิการ. 2557 : 1-4)

ดังนั้นแนวทางที่จะแก้ปัญหาการพัฒนาทักษะภาษาอังกฤษ คือ การจัดทำหลักสูตรฝึกบรม เพื่อยกระดับทักษะภาษาอังกฤษ ตามกรอบอ้างอิงทางภาษาของสหภาพยุโรป ของนักเรียนระดับชั้นประถมศึกษาปีที่ 6 ให้สอดคล้องกับความต้องการในการพัฒนาตนเองของนักเรียนระดับชั้นประถมศึกษาปีที่ 6
การฝึกอบรมในครั้งนี้ได้ใช้ทฤษฎีการสอนภาษาเพื่อการสื่อสาร (Communicative Language Teaching หรือ CLT) สามารถพัฒนาทักษะทาง ภาษาอังกฤษของผู้เรียนให้มีศักยภาพในการเรียนรู้เพิ่มขึ้น เนื่องจากเป็นวิธีการสอนภาษาตามกระบวนความคิดของผู้เรียน โดยเริ่มจากการฟัง ไปสู่การพูด การอ่าน และการเขียน เป็นการเรียนที่มุ่งเน้นผู้เรียนเป็นสำคัญ สนับสนุนให้ผู้เรียนมีการพัฒนาทักษะการใช้ภาษาทุกทักษะให้สามารถใช้ภาษาในการสื่อสารในชีวิตประจำวันได้

2. วัตถุประสงค์ของหลักสูตร
2.1 เพื่อพัฒนาทักษะทางภาษาอังกฤษ สำหรับนักเรียนชั้นประถมศึกษาปีที่ 6
2.2 เพื่อให้นักเรียนได้นำความรู้ไปใช้ในชีวิตประจำวันได้
2.3 เพื่อเป็นแนวทางแก่ครูผู้สอนในการจัดกิจกรรมการเรียนการสอนภาษาอังกฤษที่เน้นการพัฒนาทักษะทางภาษาอังกฤษ

3. โครงสร้างหลักสูตร
เนื้อหาสาระที่กำหนดไว้ในหลักสูตรฝึกอบรมเรื่อง การยกระดับทักษะภาษาอังกฤษ ตามกรอบอ้างอิงทางภาษาของสหภาพยุโรปของนักเรียนระดับชั้นประถมศึกษาปีที่ 6 จำนวน 24 ชั่วโมง โดยมีรายละเอียดดังนี้
3.1 แผนการฝึกอบรมที่ 1 เรื่อง Hello จำนวน 6 ชั่วโมง
3.2 แผนการฝึกอบรมที่ 2 เรื่อง Myself จำนวน 6 ชั่วโมง
3.3 แผนการฝึกอบรมที่ 3 เรื่อง Classroom Objects จำนวน 6 ชั่วโมง
3.4 แผนการฝึกอบรมที่ 4 เรื่อง Happy Birthday จำนวน 6 ชั่วโมง

4. การจัดกิจกรรมการฝึกอบรม
กิจกรรมการฝึกอบรมใช้ทฤษฎีการสอนภาษาเพื่อการสื่อสาร (Communicative Language Teaching หรือ CLT) ในแต่ละแผนการฝึกอบรมซึ่งประกอบด้วย

4.2 ขั้นฝึก (Practice) ในขั้นนี้เป็นการให้ผู้เรียนได้นำความรู้ ความเข้าใจที่ได้จาก การเรียนรู้ใหม่มาฝึกปฏิบัติโดยใช้ทักษะฟัง พูด อ่าน และเขียน การฝึกปฏิบัติจะเริ่มจากการฝึกแบบควบคุมหรือชี้นำ (Controlled Practice) ต่อจากนั้นก็ให้เป็นการฝึกแบบกึ่งควบคุม (Semi- Controlled) ในการฝึกขั้นนี้มีจุดมุ่งหมายให้ผู้เรียนจำรูปแบบภาษาให้ได้ จึงเน้นความถูกต้องของภาษาเป็นหลัก ในขณะเดียวกันก็ให้ผู้เรียนทำความเข้าใจความหมาย และวิธีการใช้รูปแบบภาษานั้นด้วย ในการฝึกจะเริ่มจากการฝึกปากเปล่าก่อน จากนั้นจึงเป็นการอ่านหรือเขียน ในขณะที่ผู้เรียนฝึกผู้สอนต้องให้ข้อมูลป้อนย้อนกลับด้วย เพื่อให้ผู้เรียนรู้ว่าตนใช้ภาษาถูกต้องหรือไม่
