เนื่องในมหามงคลสมัยที่พระบาทสมเด็จพระเจ้าอยู่หัวจะทรงครองราชย์ ๖๐ ปี ในปีพุทธศักราช ๒๕๔๙ และจะทรงเจริญพระชนมพรรษา ๘๐ พรรษา ในปีพุทธศักราช ๒๕๕๐ กระทรวงเกษตรและสหกรณ์ จึงได้จัดทำโครงการปลูกหญ้าแฝกเฉลิมพระเกียรติ ระหว่าง ปี ๒๕๔๘-๒๕๕๐ เพื่อการรณรงค์ส่งเสริมและขยายผลให้ประชาชนปลูกหญ้าแฝก ในพื้นที่ทั่วประเทศ เพื่อการอนุรักษ์ดินและน้ำ และนำหญ้าแฝกไปใช้ประโยชน์อย่างเหมาะสม กว้างขวางและต่อเนื่อง โดยการรวมใจของประชาชนคนไทยทั้งประเทศ เข้าร่วมโครงการปลูกหญ้าแฝกเฉลิมพระเกียรติ ภายใต้การสนับสนุนของ ๑๑ หน่วยงาน ที่ลงนามในบันทึกข้อตกลงความร่วมมือ ณ กระทรวงเกษตรและสหกรณ์ ถนนราชดำเนินนอก กรุงเทพมหานคร เมื่อวันที่ ๙ พฤษภาคม ๒๕๔๘ โดยรัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ (คุณหญิงสุดารัตน์ เกยุราพันธุ์) เป็นประธานในพิธี กรอบแห่งความร่วมมือในบันทึกข้อตกลงความร่วมมือ คือ ทั้ง ๑๑ หน่วยงาน ได้แก่ กระทรวงเกษตรและสหกรณ์ สำนักนายกรัฐมนตรี กระทรวงกลาโหม กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กระทรวงคมนาคม กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงพลังงาน กระทรวงมหาดไทย กระทรวงศึกษาธิการ กรุงเทพมหานคร กองบัญชาการตำรวจตระเวนชายแดน ได้ตกลงให้มีความร่วมมือกันปลูกหญ้าแฝกเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในมหามงคลสมัยฉลองสิริราชสมบัติ ๖๐ ปี ในปีพุทธศักราช ๒๕๔๙ เฉลิมพระชนมพรรษา ๘๐ พรรษา ในปีพุทธศักราช ๒๕๕๐ มีระยะเวลาดำเนินงานโครงการระหว่างปี ๒๕๔๘-๒๕๕๐ โดยเริ่มดำเนินการดีเดย์ตั้งแต่วันพืชมงคล คือวันที่ ๑๑ พฤษภาคม ๒๕๔๘ ถึงวันที่ ๕ ธันวาคม ๒๕๕๐ โดยมี เป้าหมายที่จะปลูกหญ้าแฝก จำนวนไม่ต่ำกว่า ๓๐๐ ล้านกล้า และจนเกิดผลสำเร็จในการใช้หญ้าแฝกปรับปรุงและรักษาหน้าดินจำนวนไม่ต่ำกว่า ๘๐๐,๐๐๐ จุด ทั่วประเทศ โดยกรมพัฒนาที่ดินสนับสนุนกล้าพันธุ์หญ้าแฝก และถ่ายทอดเทคโนโลยีการปลูกหญ้าแฝก ในพื้นที่ลาดชันรอบแหล่งน้ำ บ่อน้ำ สองข้างทางลำเลียง และถนน รวมทั้งพื้นที่เกษตรกรรม โดยมีการบำรุงดูแลรักษาหญ้าแฝกที่ปลูกอย่างต่อเนื่อง มีการติดตามและปลูกซ่อมแซมให้ครบถ้วน ซึ่งบันทึกข้อตกลงได้มีกำหนดระยะเวลาตั้งแต่วันที่ลงนามในบันทึกข้อตกลง คือ วันที่ ๙ พฤษภาคม ๒๕๔๘ จนถึง วันที่ ๕ ธันวาคม ๒๕๕๐



ลักษณะของหญ้าแฝก

หญ้าแฝก เป็นพืชใบเลี้ยงเดี่ยวตระกูลหญ้าชนิดหนึ่ง เช่นเดียวกับข้าวโพด ข้าวฟ่าง อ้อย ซึ่งพบกระจายอยู่ทั่วไปหลายพื้นที่ตามธรรมชาติ จากการสำรวจพบว่า มีกระจายอยู่ทั่วโลกประมาณ ๑๒ ชนิด และสำรวจพบในประเทศไทย ๒ ชนิด ได้แก่
