ประวัติ
หลวงสินธุสงครามชัย เกิดเมื่อวันที่ 23 มิถุนายน พ.ศ. 2444 ที่ตำบลบ้านท่าจีน อำเภอเมือง จังหวัดสมุทรสาคร เป็นบุตรนายเล็ก-นางจู กมลนาวิน และมีศักดิ์เป็นน้องชายของพระยาราชวังสัน (ศรี กมลนาวิน) จบการศึกษาที่โรงเรียนสวนกุหลาบวิทยาลัยเมื่อ พ.ศ. 2457 จากนั้นเป็นนักเรียนหลวงไปเรียนการทหารเรือที่ประเทศเดนมาร์ก เมื่อ พ.ศ. 2462 เป็นเวลาถึง 10 ปี จากการที่เป็นน้องชายของพระยาราชวังสัน ซึ่งเป็นธรรมเนียมของครอบครัวทหารเรือในขณะนั้น ที่ทางรัฐบาลส่งเสริมให้บุตรชายคนโตของนายพลทหารเรือให้ได้รับทุนเล่าเรียนวิชาทหารเรือยังต่างประเทศ เพื่อส่งเสริมให้เป็นทหารเรือกัน เนื่องจากพระยาราชวังสันไม่มีบุตร จึงสนับสนุนน้องชายตนเอง

เมื่อกลับมายังประเทศไทยแล้ว หลวงสินธุสงครามชัย ยังได้หาพรรคพวกเพิ่มเติมในสายทหารเรือเพิ่มขึ้นอีกหลายคน เช่น หลวงศุภชลาศัย, หลวงนิเทศกลกิจ, หลวงสังวรยุทธกิจ, หลวงนาวาวิจิตร, หลวงธำรงนาวาสวัสดิ์ เป็นต้น และยังให้แต่ละคนไปหาพรรคพวกเพิ่มขึ้นอีกอย่างละไม่เกิน 3 คน เพื่อกันความลับรั่วไหล รวมทั้งสิ้นมีกองกำลังทหารเรือในคณะราษฎรจำนวน 24 นาย แต่เมื่อถึงเวลาปฏิวัติจริง ๆ แล้วใช้เพียง 18 นาย เนื่องจากอีก 6 นายที่เหลือนั้น สังกัดโรงเรียนชุมพลทหารเรือ และกรมสรรพาวุธทหารเรือ ซึ่งตั้งอยู่ในเขตตำบลปากน้ำ และเขตตำบลบางนา จังหวัดสมุทรปราการ อันอยู่ห่างไกลจากจุดที่เกิดเหตุ แต่ทั้งหมดก็ตกลงกันว่า หากเกิดเหตุการณ์อันใดขึ้นแล้ว ก็จะใช้กำลังที่มีอยู่ยึดอำนาจภายในโรงเรียนและกรม
