ประชากร ที่ใช้ในการวิจัยครั้งนี้ คือ ข้าราชการ พนักงานราชการ และลูกจ้างประจำของกรมทางหลวง ซึ่งมีจำนวนทั้งสิ้น 15,323 คน ตัวอย่างในการศึกษาครั้งนี้มีจำนวนทั้งสิ้น 400 คน โดยการสุ่มกลุ่มตัวอย่างแบบชั้นภูมิ (Proportionate Stratified Sampling) สุ่มตัวอย่างตามสัดส่วนประชากรตามกลุ่มย่อย แบ่งเป็นข้าราชการ จำนวน 186 คน พนักงานราชการ จำนวน 94 คน และลูกจ้างประจำของกรมทางหลวง จำนวน 120 คน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล วิเคราะห์ด้วยสถิติ Pearson Correlation
