ศูนย์พัฒนาพันธุ์พืชจักรพันธ์เพ็ญศิริ มีแผนงานที่จะพัฒนาพันธุ์พืชอาหารที่มีความจำเป็นต่อการดำรงชีพในชีวิตประจำวัน เพื่อให้เกษตรกรมีพันธุ์พืชที่ดี แม้ไม่ใช่พันธุ์ที่ดีที่สุดในเชิงเศรษฐกิจ แต่จะเป็นพันธุ์ที่ดีพอ สามารถสร้างผลผลิตที่มีคุณภาพให้แก่ครัวเรือน สร้างความแข็งแรงมั่นคงให้เกิดขึ้นกับตนเองและครอบครัวได้อย่างยั่งยืน
