การแสดงฉลากและเอกสารกำกับยา

ตามความในมาตรา 25 แห่งพระราชบัญญัติยา พ.ศ. 2510 กำหนดให้ผู้ได้รับอนุญาตผลิตยาแผนปัจจุบัน ต้องจัดให้มีฉลากตามที่ขึ้นทะเบียนตำรับยาไว้ ปิดไว้ที่ภาชนะและหีบห่อบรรจุยา หรือฉลากและเอกสารกำกับยา โดยแสดงรายละเอียดดังนี้
1. ชื่อยา เช่น นูตา ดาก้า บวดหาย เป็นต้น
2. เลขทะเบียนตำรับยา มักจะมีคำว่า Reg.No หรือเลขทะเบียนที่ หรือทะเบียนยา ถ้าเป็นยาที่มีตัวยาออกฤทธิ์เพียงตัวเดียวจะมีการแสดงดังนี้
- 1A....กรณีที่เป็นยาผลิตในประเทศ
- 1B....กรณีที่เป็นยานำหรือสั่งเข้าจากต่างประเทศแล้วนำมาทำการแบ่งบรรจุในประเทศ
- 1C....กรณีที่เป็นยานำหรือสั่งมาจากต่างประเทศ เช่น 1A 12/35, 1B 3/39, 1C 30/39 เป็นต้น
ส่วนเลขที่แสดงต่อท้ายอักษรภาษาอังกฤษ คือ เลขลำดับที่ที่ได้รับอนุญาตให้ขึ้นทะเบียนตำรับยา และทับเลขท้ายของปี พ.ศ. ที่ได้รับการขึ้นทะเบียน สำหรับตำรับยาที่มีตัวยาสำคัญตั้งแต่ 2 ตัวขึ้นไป เลขทะเบียนตำรับยาจะขึ้นต้นด้วย 2A......, 2B......., 2C............. แล้วตามด้วยลำดับที่และเลขท้ายของปี พ.ศ. ที่ได้รับการขึ้นทะเบียน
ยาที่ใช้สำหรับสัตว์อักษรย่อภาษาอังกฤษจะเป็น D.... คือยาที่ผลิตในประเทศ
E.... คือยาที่นำหรือสั่งเข้ามาจากต่างประเทศแล้วมาแบ่งบรรจุ
และ F.... คือยาที่นำสั่งเข้ามาจากต่างประเทศ
ยาที่เป็นยาแผนโบราณ อักษรภาษาอังกฤษ ก็จะเป็น G..... คือยาที่ผลิตในประเทศ
H..... คือยาที่แบ่งบรรจุ และ
K.... คือยาที่นำสั่งเข้ามาจากต่างประเทศ แล้วตามด้วยเลขลำดับที่ที่ได้รับอนุญาตและปี พ.ศ. ที่ได้รับการขึ้นทะเบียน
3. ปริมาณหรือขนาดบรรจุของยา เช่น ยาเม็ด จะต้องแจ้งขนาดบรรจุไว้ในฉลากด้วยว่า ยานั้นบรรจุกี่เม็ด
4. เลขที่ หรืออักษรแสดงครั้งที่ผลิตหรือวิเคราะห์ ซึ่งมักใช้คำย่อยเป็นภาษาอังกฤษ เช่น Lot No., Cont.No., Batch No. หรือ L , C , L/C , B/C แล้วตามด้วยเลขแสดงครั้งที่ผลิต
5. ชื่อและที่ตั้งของผู้ผลิต ยาที่ผลิตในประเทศต้องมีชื่อผู้ผลิตจังหวัดที่ตั้งสถานที่ผลิตยาด้วย ในกรณีเป็นยาที่ผลิตในต่างประเทศ หรือสั่งเข้ามาต้องมีชื่อเมือง และประเทศที่ตั้งสถานที่ผลิตยา พร้อมทั้งชื่อของผู้นำหรือสั่งเข้ามา และจังหวัดที่ตั้งสถานที่นำ/สั่งยานั้น ๆ
6. วันเดือนปีที่ผลิตยา มักมีคำย่อภาษาอังกฤษ Mfd. หรือ Mfg date. แล้วตามด้วยวันเดือนปีที่ผลิต หากยานั้นผลิตมานานเกิน 5 ปี ก็ไม่ควรนำมารับประทาน ส่วนยาบางชนิด เช่น ยาปฏิชีวนะ จะมีการระบุวันที่หมดอายุ โดยมีคำย่อ ว่า Exp.Date ซึ่งย่อมาจาก Expiration Date แล้วตามด้วยวันเดือนปีที่ยานั้นหมดอายุ
7. คำว่า "ยาอันตราย" "ยาควบคุมพิเศษ" "ยาใช้เฉพาะที่" หรือ "ยาใช้ภายนอก" แล้วแต่กรณีว่า ยานั้นเป็นยาอันตราย ยาควบคุมพิเศษ ยาใช้เฉพาะที่ หรือยาใช้ภายนอก ซึ่งจะเขียนด้วยอักษรสีแดงอ่านได้ชัดเจน
8. วิธีใช้และคำเตือน การจัดให้มีคำเตือนไว้บนฉลากและเอกสารกำกับยานั้น ใช้สำหรับยาที่รัฐมนตรีประกาศ หรือในกรณีที่กฎหมายบังคับ
การแสดงชื่อสามัญทางยาในฉลากและเอกสารกำกับยา
เพื่อให้ประชาชนผู้บริโภคได้รับรู้ข้อมูลที่ถูกต้องเกี่ยวกับชื่อตัวยาที่บริโภค อันจะนำไปสู่การบริโภคยาที่สมเหตุสมผลและปลอดภัย จึงได้ขอความร่วมมือผู้รับอนุญาตผลิตยาแผนปัจจุบัน ตามมาตรา 25 แห่งพระราชบัญญัติยา พ.ศ. 2510 ซึ่งต้องมีฉลากแสดงตามที่ขึ้นทะเบียนตำรับยาไว้ ให้มีการแสดงชื่อสามัญทางยา (Generic name) ในฉลากและเอกสารกำกับยาด้วยการแสดงชื่อสามัญทางยาในฉลาก และเอกสารกำกับยานั้นมีแนวทาง ดังนี้
• ให้มีชื่อสามัญทางยาเป็นภาษาเดียวกับชื่อทางการค้าในฉลากและเอกสารกำกับยา
• ให้แสดงชื่อสามัญทางยาทุกครั้งที่มีการแสดงชื่อทางการค้าในลักษณะโดด ๆ ยกเว้นกรณีที่แสดงชื่อการค้าเพื่อระบุสรรพคุณ คำเตือน ขนาด หรือแสดงชื่อการค้ารวมกับข้อความอื่น ๆ ที่เป็นการบรรยาย
• ให้แสดงชื่อสามัญทางยาไว้ด้านล่างถัดจากชื่อทางการค้า โดยให้ใกล้กับชื่อทางการค้า และไม่ให้มีข้อความหรือ เครื่องหมายหรือสัญลักษณ์ใด ๆ คั่นกลาง
• การแสดงชื่อสามัญทางยา ไม่ว่ากรณีใดจะต้องอ่านได้ชัดเจน ใช้สีที่เด่นชัด โดยไม่กลืนไปกับสีพื้น
อันตรายจากการใช้ยาโดยไม่อ่านฉลากและเอกสารกำกับยา
ยาทุกชนิดอาจทำให้เกิดอันตรายต่อผู้ใช้ได้ อันตรายที่เกิดขึ้นอาจจะน้อยหรือมากแล้วแต่ชนิดของยาและบุคคลที่ใช้ หากใช้โดยไม่ระมัดระวัง หรือไม่อ่านฉลากให้ละเอียดก่อนใช้ อาจเป็นอันตรายถึงชีวิตได้ อันตรายที่อาจเกิดขึ้น คือ
• การใช้ยาไม่ถูกต้อง คือ อาจใช้ไม่ถูกกับโรค ไม่ถูกกับคน หรือไม่ถูกขนาด ซึ่งการใช้ยาไม่ถูกต้องจะทำให้เกิดการดื้อยา เชื้อโรคดื้อยารักษาไม่ได้ผล ถ้าใช้ไม่ถูกคน เช่น เอายาสำหรับผู้ใหญ่มาให้เด็กรับประทาน เด็กอาจเป็นอันตรายจากการได้รับยาเกินขนาดได้
