วัฒนธรรมสังคมของแคนาดาเป็นสังคมที่มีส่วนผสมของชนชาติต่าง ๆ มากมาย โดยชนชาติที่อพยพเข้ามาตั้งถิ่นฐานมากที่สุด ระหว่างปี พ.ศ. 2534 - 2543 คือคนจากเอเชีย (จีน อินเดีย ปากีสถาน ลาว เขมร เวียดนาม ฟิลิปปินส์ อิหร่าน) ซึ่งเพิ่มขึ้นเป็นร้อยละ 59.5 ของคนเข้าเมืองเพื่อตั้งถิ่นฐานในแคนาดา
โดยในปี พ.ศ. 2505 (ค.ศ. 1962) รัฐสภาแคนาดาได้ออกกฎหมายคนเข้าเมืองตามข้อเสนอของพรรคอนุรักษ์นิยม ซึ่งยังคงมีผลบังคับใช้จนทุกวันนี้ สาระสำคัญของกฎหมายดังกล่าวคือการยกเลิกการเลือกปฏิบัติ (ก่อนหน้านี้ มีการออกกฎหมายปี พ.ศ. 2430 (ค.ศ. 1887) เพื่อกีดกันการเข้าเมืองของคนจีน และต่อมาปี ค.ศ. 1910 ได้ออกกฎหมายที่ใช้หลักการแหล่งกำเนิด แบ่งเป็น preferred ซึ่งคือ กลุ่มคนยุโรป และ non-preferred ได้แก่ กลุ่มที่ไม่ใช่ยุโรป) กล่าวคือ การเปิดรับคนเข้าเมืองจากทุกที่อย่างเป็นทางการทั่วไป และการใช้วิธีการคิดคะแนนประเมินน้ำหนัก (point system) ว่าสมควรรับผู้ใดเข้าไปตั้งถิ่นฐานในแคนาดา ทั้งนี้ เป็นที่น่าสังเกตว่า แคนาดามองเรื่องการรับคนเข้าไปตั้งถิ่นฐานอย่างเป็นการถาวร เพื่อเป็นฐานการเก็บภาษีให้แก่รัฐบาลกลางและรัฐบาลของรัฐ
