ประวัติการสร้างเมืองขอนแก่น

เริ่มขึ้นในรัชกาลพระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราช รัชกาลที่ 1 ในราว พ.ศ.2340 เพียเมืองแพน เชื้อสายเจ้าเมืองร้อยเอ็ดและสุวรรณภูมิ ได้พาผู้คนอพยพออกจากบ้านชีโหล่น(ในเขตอำเภออาจสามารถ จังหวัดร้อยเอ็ดในปัจจุบัน) มาตั้งบ้านที่บ้านดอนกระยอมเวลานั้นอยู่ในแขวงเมืองชนบถ(ชนบท) ปัจจุบันอยู่ที่อำเภอบ้านไผ่ จังหวัดขอนแก่น และได้แจ้งความประสงค์ไปยังเจ้าพระยานครราชสีมา ขอเป็นเจ้าเมือง เมื่อเป็นเจ้าเมืองแล้ว ก็ขอขึ้นกับเมืองนครราชสีมาจะรับอาสาทำราชการผูกส่วยตามประเพณี เจ้าพระยานครราชสีมาจึงกราบทูลพระกรุณาไปยังกรุงเทพฯ จึงทรงพระกรุณาโปรดเกล้าตั้งเพียเมืองแพน เป็น "พระนครศรีบริรักษ์" ดำรงตำแหน่งเจ้าเมืองโดยยกบ้านบึงบอน (บริเวณบึงแก่นนคร ทางด้านทิศตะวันตกที่ตั้งเมืองเก่า อำเภอเมืองขอนแก่น)
ต่อมาในปลายรัชสมัยรัชกาลที่ 1 ในราว พ.ศ. 2352 เนื่องจากที่ตั้งเมืองขอนแก่นอยู่ใกล้ชิดกับเมืองชนบถ (ชนบท) ซึ่งขึ้นกับเมืองนครราชสีมา และมีการปักปันเขตเมืองกัน จึงได้ย้ายเมืองไปตั้งที่ที่บ้านดอนพันชาติ หรือดงพันชาติ (ในท้องที่บ้านโนนเมือง หมู่ที่ 15 ตำบลแพง อำเภอโกสุมพิสัย จังหวัดมหาสารคาม ปัจจุบัน) ด้วยเหตุผลการปักปันเขตเมืองขอนแก่นกับเมืองกาฬสินธุ์
ในสมัยรัชกาลที่ 4 พ.ศ. 2398 ย้ายเมืองขอนแก่นไปตั้งที่บ้านโนนทอง ฟากบึงบอนทางทิศตะวันออก (บริเวณบ้านโนนทัน อำเภอเมือง จังหวัดขอนแก่น ปัจจุบัน) จนถึง พ.ศ. 2410 ย้ายเมืองอีกครั้งไปตั้งที่บ้านดอนบม บริเวณฝั่งตะวันออก (บริเวณบ้านดอนบม ตำบลเมืองเก่า อำเภอเมือง จังหวัดขอนแก่น ปัจจุบัน) ด้วยเหตุผลทางด้านการคมนาคมสะดวกเนื่องจากต้องใช้แม่น้ำในการคมนาคมติดต่อ ซึ่งห่างจากจุดที่ตั้งปัจจุบันราว ๆ 8 กิโลเมตร จนกระทั่งปี พ.ศ. 2434 พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวรัชกาลที่ 5 ได้โปรดเกล้าให้ พระเจ้าน้องนางเธอกรมหมื่นประจักษ์ศิลปาคม ขึ้นไปเป็นข้าหลวงต่างพระองค์ เนื่องจากทรงพระกรุณาโปรดเกล้าให้เปลี่ยนแปลงระบบการปกครองหัวเมืองลาวใหม่ โดยเปลี่ยนบริเวณหัวเมืองลาวฝ่ายเหนือเป็นหัวเมืองลาวพวน เมืองขอนแก่นไปขึ้นกับเมืองลาวพวน ตอนเสด็จผ่านเมืองขอนแก่น ได้ไปประทับแรมที่บ้านทุ่ม 1 คืน เพราะเส้นทางคมนาคมหรือทางม้า โค เกวียน แต่ก่อนจากนครราชสีมา ต้องผ่านมาเมืองชนบท ผ่านบ้านทุ่มไปยังหนองคาย ทรงเห็นว่าบ้านทุ่มทำเลดี มีผู้คนอาศัยอยู่หนาแน่น ใกล้เส้นทางไปมาในสมัยนั้น จึงโปรดให้ย้ายเมืองขอนแก่นจากบ้านดอนบมไปตั้งที่บ้านทุ่ม (บริเวณบ้านทุ่ม ตำบลบ้านทุ่ม อำเภอเมือง จังหวัดขอนแก่น ปัจจุบัน) ซึ่งห่างจากที่ตั้งปัจจุบัน 13 กม. และเปลี่ยนนามตำแหน่งเจ้าเมือง เป็นผู้ว่าราชการเมือง ต่อมาในปี พ.ศ. 2436 ได้เกิดเหตุการณ์สำคัญเกิดขึ้นในแผ่นดินกรณีพิพากไทยกับฝรั่งเศส เป็นเหตุให้ไทยต้องเสียดินแดนฝั่งซ้ายแม่น้ำโขงให้แก่ฝรั่งเศส พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ ให้แบ่งการปกครองออกเป็นมณฑล จังหวัด อำเภอ ตำบล และหมู่บ้านสังกัดกระทรวงมหาดไทย จังหวัดขอนแก่นได้โอนไปขึ้นกับ มณฑลอุดร ต่อมาปี พ.ศ. 2442 เนื่องจากบ้านทุ่มในฤดูแล้งกันดารน้ำ ไม่เหมาะแก่การตั้งเมืองใหญ่ จึงโปรดย้ายเมืองจากบ้านทุ่ม กลับไปตั้งที่บ้านเมืองเก่า บริเวณบึงบอนด้านตอนเหนือ (บ้านเมืองเก่า ตำบลเมืองเก่า อำเภอเมือง จังหวัดขอนแก่น ปัจจุบัน) ต่อมาปี พ.ศ. 2447 ได้เปลี่ยนนามตำแหน่งผู้ว่าราชการเมืองขอนแก่นเป็น ข้าหลวงประจำบริเวณลำชี ตลอดจนปี พ.ศ. 2450 โปรดเกล้าฯให้ย้ายศาลากลางมาตั้งที่บ้านพระลับ (บริเวณที่เป็นที่ทำการเทศบาลนครขอนแก่น ปัจจุบัน) และโปรดให้เปลี่ยนนามตำแหน่งข้าหลวงประจำบริเวณลำชี มาเป็นผู้ว่าราชการเมืองตามเดิม
ต่อมาปี พ.ศ.2459 โปรดเกล้าให้เปลี่ยนคำว่าเมือง มาเป็น จังหวัดและให้เรียนเจ้าเมืองเป็นผู้ว่าราชการจังหวัดขอนแก่น ในปี พ.ศ. 2476 เมื่อการปกครองมาเป็นระบอบประชาธิปไตยแล้ว ทางราชการได้ประกาศให้เปลี่ยนนามตำแหน่งผู้ว่าราชการจังหวัด เป็นข้าหลวงประจำจังหวัดอีกครั้ง ขึ้นตรงต่อกระทรวงมหาดไทย และในตอนหลังปี พ.ศ. 2495 ทางราชการ ให้เปลี่ยนนามตำแหน่งข้าหลวงประจำจังหวัด มาเป็นผู้ว่าราชการจังหวัดอีกครั้ง และยังคงใช้ตำแหน่งนี้จนถึงปัจจุบัน
จนกระทั่ง พ.ศ. 2507 สมัย ฯพณฯ จอมพลถนอม กิติขจร เป็นนายกรัฐมนตรี จึงได้ย้ายศาลากลางจังหวัดมาสร้างใหม่สง่างามที่บริเวณสนามบินเก่า ห่างจากจุดที่ตั้งเดิม ประมาณ 2 กิโลเมตร เรียกว่า "ศูนย์ราชการ"เป็นไปตามดำริของ ฯพณฯ จอมพลสฤษดิ์ ธนะรัชต์ อดีตนายกรัฐมนตรีที่ได้เริ่มต้นไว้ก่อนนั่นเอง
จะเห็นได้ว่า เมืองขอนแก่นนับจากมีใบบอกให้ตั้งเมือง เมื่อ พ.ศ. 2340 จนกระทั่งปัจจุบันเป็นเวลา 200 ปี ได้มีการย้ายเมืองมาแล้วหลายครั้ง จนกระทั่ง ณ ที่ตั้งปัจจุบัน เมืองขอนแก่นได้มีความเจริญรุดหน้ามาโดยลำดับ และมีความเป็นศูนย์กลางของภาคอีสานมานับแต่อดีตจนถึงปัจจุบัน เพีย เป็นตำแหน่งขุนนาง ทางขนบธรรมเนียมประเพณี ระบอบการปกครองของภาคอีสาน สมัยเก่า ซึ่งเทียบเท่าชั้นเสนาบดี หรือกรมเมือง ถ้าเป็นเมืองที่มีกษัตริย์ใช้ชื่อ พญา หรือ พระยา นำหน้า แต่ถ้าเป็นหัวเมืองใช้คำว่า เพีย นำหน้า (เพีย มาจาก พญา -พีระ-เพียร ไม่ใช่ เพี้ย ซึ่งเป็นภาษท้องถิ่น)
ชีโหล่น สันนิษฐานว่า แปลมาจากชีล้น หมายถึงน้ำชีล้นนั่นเอง เป็นเมืองภูเวียง ขึ้นกับเมืองขอนแก่น
เหนือ เรียกตามกระแสน้ำไหล ต้นน้ำเรียกว่าเหนือ ปลายน้ำเรียกว่าใต้ ที่บึงบอนเวลาฝนตก น้ำไหลจากทางบ้านเมืองเก่า ลงไปทางบึงทุ่งสร้าง จึงเรียกทางคุ้งเมืองเก่าว่า เหนือ
