ทั้งเรื่องผู้แต่งและปีที่แต่ง ไม่ปรากฏหลักการหรือข้อความระบุที่ชัดเจน แต่อาจอาศัยเนื้อเรื่องที่ระบุถึงสงครามระหว่างไทยและเชียงใหม่มาเป็นจุดอ้างอิง ซึ่งเดิมนั้นเชื่อว่าน่าจะแต่งขึ้นในสมัยสมเด็จพระนารายณ์มหาราช (พ.ศ. 2199-2231) แต่ไม่ปรากฏหลักฐานชัดเจน และเป็นที่ถกเถียงกันมาจวบจนปัจจุบัน นักจารณ์วรรณคดีส่วนใหญ่ลงความเห็นว่า ลิลิตพระลอแต่งขึ้นในสมัยอยุธยาแน่ แต่ยังมีบางท่านเสนอเวลาที่ใหม่กว่านั้น ว่าน่าจะแต่งขึ้นในสมัยต้นกรุงรัตนโกสินทร์ แต่ยังมีผู้คล้อยตามไม่มากนัก
นักวรรณคดีมักจะยกโคลงท้ายบทมาเป็นหลักฐานพิจารณาสมัยที่แต่ง ดังนี้

คำประพันธ์ในเรื่องลิลิตพระลอ เป็นลิลิตสุภาพ ประกอบด้วย ร่ายสุภาพ, ร่ายสอดสร้อย, โคลงสองสุภาพ, โคลงสามสุภาพ และ โคลงสี่สุภาพ สลับกันตามจังหวะ ลีลา และเนื้อหาของเรื่อง
