     เป็นคัมภีร์แห่งความยุติธรรม เป็นตัวบทกฎหมายที่มาจากอินเดียที่กำหนดหลักเกณฑ์ ความประพฤติปฏิบัติสำหรับประชาชนทั่วไป รวมทั้งพระเจ้าแผ่นดินด้วย คือ พระเจ้าแผ่นดินก็อยู่ภายใต้บังคับของคัมภีร์พระธรรมศาสตร์ ซึ่งแต่เดิมเป็นคัมภีร์ในศาสนาพราหมณ์ เมื่อเข้ามาในประเทศไทยก็ถูกดัดแปลงให้เป็นคัมภีร์ในศาสนาพุทธ โดยเหตุนี้คัมภีร์พระธรรมศาสตร์จึงมีลักษณะเทียบได้กับกฎหมายรัฐธรรมนูญนั้นเอง พระเจ้าแผ่นดินอาศัยหลักเกณฑ์ในคัมภีร์พระธรรมศาสตร์ตราเป็นกฎหมายขึ้นมา เรียกว่า พระราชศาสตร์
