กรมทรัพย์สินทางปัญญาเติมกึ๋นให้ผู้ประกอบการธุรกิจหลากหลายสาขาในภาคตะวันออก สัมมนา “AEC กับการจดทะเบียนเครื่องหมายการค้าระหว่างประเทศ” มุ่งเตรียมความพร้อมเข้าสู่ประชาคมเศรษฐกิจอาเซียน
เมื่อเวลา 10.00 น.วันที่ 21 พ.ย.2557 ที่โรงแรมคามิโอ้ แกรนด์ อ.เมืองระยอง นายสมศักดิ์ พาณิชยกุล รองอธิบดีกรมทรัพย์สินทางปัญญา เป็นประธานเปิดการอบรมสัมมนา เรื่อง “AEC กับการจดทะเบียนเครื่องหมายการค้าระหว่างประเทศ” แก่ผู้ประกอบการธุรกิจหลากหลายสาขาในภาคตะวันออก
นายสมศักดิ์ พาณิชยกุล รองอธิบดีกรมทรัพย์สินทางปัญญา กล่าวว่า การจัดอบรมสัมมนาดังกล่าว มีวัตถุประสงค์เพื่อเป็นการเตรียมความพร้อมให้แก่ผู้ประกอบการ ในการเข้าสู่ประชาคมเศรษฐกิจอาเซียน หรือ AEC พร้อมทั้งเสริมสร้างศักยภาพและพัฒนาขีดความสามารถของผู้ประกอบการไทย ในการดำเนินธุรกิจการค้า โดยเน้นประเด็นหลักในเรื่องการจดทะเบียนเครื่องหมายการค้าระหว่างประเทศ ภายใต้กลไกการจดทะเบียนตามพิธีสารมาดริด (Madrid Protocol) ซึ่งถือว่าเป็นช่องทางและเครื่องมือที่สำคัญของผู้ประกอบการ ในการขยายโอกาสและเพิ่มช่องทางการตลาด การสัมมนาในครั้งนี้จัดขึ้นเป็นครั้งที่ 4 แล้วในทั่วประเทศ โดยมีผู้ประกอบการหลากหลายสาขาอาชีพจากจังหวัดระยอง จันทบุรี ชลบุรี ตราด ปราจีนบุรี สระแก้ว และฉะเชิงเทรา เข้าร่วมสัมมนา ซึ่งถือเป็นการสัมมนาดังกล่าว ถือเป็นหนึ่งในนโยบายของกรมทรัพย์สินทางปัญญา ในการสร้างความแข็งแกร่ง และส่งเสริมความรู้ด้านทรัพย์สินทางปัญญาให้กับผู้ประกอบการในการนำทรัพย์สินทางปัญญาใช้ประโยชน์ทางพาณิชย์
รองอธิบดีกรมทรัพย์สินทางปัญญา กล่าวต่อว่า กรมทรัพย์สินทางปัญญาเตรียมวางแนวทางที่จะเข้าเป็นสมาชิกระบบการจดทะเบียนเครื่องหมายการค้าระหว่างประเทศ หรือพิธีสารมาดริด (Madrid Protocol) ภายในปี 2558 ซึ่งจะเป็นการอำนวยความสะดวกให้ผู้ประกอบการไทยจดทะเบียนคุ้มครองเครื่องหมายการค้าในต่างประเทศ ได้สะดวก รวดเร็ว และประหยัดค่าใช้จ่ายมากยิ่งขึ้น โดยไม่ต้องเดินทางไปจดในต่างประเทศด้วยตนเอง ปัจจุบันมีประเทศที่เข้าร่วมในระบบมาดริด 91 ประเทศ และในกลุ่มประเทศอาเซียนมีประเทศที่เป็นสมาชิกพิธีสารมาดริดแล้ว จำนวน 3 ประเทศ ได้แก่ สิงคโปร์ เวียดนาม และฟิลิปปินส์ สำหรับในส่วนของประเทศไทย กรมทรัพย์สินทางปัญญา ได้เตรียมความพร้อมในการเข้าเป็นภาคีสมาชิกสารมาดริดอย่างต่อเนื่อง ทั้งด้านการแก้ไขปรับปรุงกฎหมายและกฎกระทรวงที่เกี่ยวข้อง ตลอดจนการจัดเตรียมองค์กรและอุปกรณ์เทคโนโลยี เพื่อเชื่อมต่อกับระบบการจดทะเบียนเครื่องหมายการค้าขององค์การทรัพย์สินทางปัญญาโลก หรือ WIPO เพื่อรองรับการเข้าเป็นสมาชิกพิธีสารมาดริดดังกล่าว
