หลังการเลือกตั้ง เมื่อวันที่ 2 กรกฎาคม 2529 พลเอกเปรม ติณสูลานนท์ ได้รับโปรดเกล้าฯให้ดำรงตำแหน่ง นายกรัฐมนตรี หลังจากนั้น นายอำนวย สุวรรณคีรี ได้รับแต่งตั้งให้เป็นรัฐมนตรี ประจำสำนักนายกรัฐมนตรี รับผิดชอบดูแลองค์การสวนสัตว์ ได้มีนโยบายให้จัดตั้งสวนสัตว์ทั่วทุกภาค สำหรับภาคใต้ได้คัดเลือสถานที่ที่จังหวัดสงขลา บริเวณเขารูปช้าง ต.เขารูปช้าง อ. เมือง จ. สงขลา ( บ้านสวนตูล ) ดำเนินจัดตั้งสวนสัตว์ยังไม่แล้วเสร็จ เนื่องจาก พลเอกเปรม ติณสูลานนท์ ประกาศ พระราษกฤษฏีกายุบสภาผู้แทนราษฎรในปี 2531
ต่อมาใน สมัยพลเอกชาติชาย ชุณหวัน ได้รับโปรดเกล้าให้ดำรงตำแหน่งนายกรัฐมนตรี ในปี 2532 พันเอกพล เริงประเสริฐวิทย์ ได้รับแต่งตั้งเป็นรัฐมนตรี ประจำสำนักรัฐมนตรี ได้มีนโยบายประสานต่อ ให้องค์การสวนสัตว์พิจารณาจัดทำโครงการ และ สร้างสวนสัตว์สงขลาเป็นการเร่งด่วน องค์การสวนสัตว ์จึงเสนอโครงการ และสร้างสวนสัตว์สงขลาเป็นการเร่งด่วน องค์การสวนสัตว์จึงเสนอโครงการ เพื่อพิจารณานำเสนอตณะรัฐมนตรี ซึ่งได้มีมติเมื่อ 23 พฤษภาคม 2532 เห็นชอบในหลักการ และอนุมัติให้ดำเนินการตามที่สำนักนายกเสนอมา
โครงการสวนสัตว์สงขลา เป็นโครงการ 10 ปี โดยระยะแรก รัฐบาลให้เงินอุดหนุน 120 ล้านบาท โดยเริ่มดำเนินการตั้งแต่ปี 2532 - 2541 มีสิ่งก่อสร้างได้ดำเนินการไปแล้วคือ สาธาณูปโภคพื้นฐาน อาคารสำนักงาน อ่างเก็บน้ำ เรื่อนเพาะชำและสถานที่จัดแสดงสัตว์ป่าชนิดต่างๆ ซึ่งปัจจุบันได้ทยอยนำสัตว์ต่างๆ เข้ามาจัดแสดงให้ประชาชน ชาวจังหวัดสงขลาและจังหวัดใกล้เคียงได้ชม เช่น สมเสร็จ กระจง อูฐ ลามา ยีราฟ หมี เสือ ลิง ชนะ กวาง ละมั่ง เก้ง นกสวยงาม เช่น นกแก้ว นกมาร์คอว์ นกคาสโชวารี นกฟลามิงโก และสัตว์อื่นๆอีกมากมาย
