รัฐชู 2 ข้อพัฒนาพลังงานทดแทน

นายณรงค์ชัย อัครเศรณี รัฐมนตรีว่าการกระทรวงพลังงาน กล่าวปาฐกถาพิเศษ “นโยบายพลังงานทดแทนไทยปี 2558” ในงานสัมมนาและนิทรรศการ Green Network Forum 2015 ว่าสำหรับแนวทางนโยบายการพัฒนาพลังงานทดแทนที่ทางรัฐบาลจะสนับสนุนให้เกิดเป็นรูปธรรมอย่างต่อเนื่องนั้น มี 2 แนวทาง คือ
1.การส่งเสริมให้เกิดพลังงานทดแทนมากขึ้น โดยมีพลังงานทดแทนไม่ต่ำกว่า 50% ในพลังงานทางเลือกที่มีอยู่ในปัจจุบัน
2.ราคาที่จะซื้อจะต้องเป็นราคาที่มั่นใจว่า ตั้งแล้ว ผู้ลงทุนคุ้มทุน ไม่แพงมากจนเกินไป จนส่งผลกระทบต่อสังคมทำให้สังคมเดือดร้อน ทั้งนี้ 2 แนวทางดังกล่าว ทางรัฐบาลจะนำมาใช้พัฒนาพลังงานทดแทนอย่างต่อเนื่องในอนาคต เพื่อเป็นแนวทางการแปรรูปพลังงาน เช่น การจัดการขยะ การพัฒนาพลังงานแสงอาทิตย์ เป็นต้น โดยหากผู้ลงทุนสนใจในเรื่องธุรกิจพลังงานทดแทนและเชื่อในแนวคิดนี้ สามารถทำไปวางแผนตัดสินใจในการลงทุนได้


สำหรับแผนพีดีพี 20 ปีที่กำลังจัดทำอยู่ในขณะนี้ คาดว่าความต้องการใช้ไฟฟ้าจะเพิ่มขึ้นเท่าตัวจากปัจจุบันและกำหนดแผนว่าจะใช้พลังงานทดแทนในสัดส่วน 22-25% หรือประมาณ 19,000 เมกะวัตต์ จากปีนี้มีสัดส่วนประมาณ 11% หรือ 7,400 เมกะวัตต์ ซึ่งในส่วนของพลังงานแสงอาทิตย์ระยะยาวจะเปิดรับซื้ออีกเท่าตัวจากที่ปริมาณปัจจุบันรวมทั้งปริมาณค้างท่อโครงการโซลาร์รูฟท็อป (200 เมกะวัตต์), โครงการโซลาร์สหกรณ์-ภาครัฐ (800 เมกะวัตต์) มีทั้งหมดประมาณ 2,800 เมกะวัตต์ ซึ่งตามแผนจะส่งเสริมพลังงานทดแทนหลัก ได้แก่ แสงอาทิตย์, ขยะและชีวภาพ-ชีวมวล โดยการส่งเสริมพลังงานทดแทนเป็นเรื่องที่รัฐส่งเสริม แต่ก็ต้องดูความมั่นคงและไม่กระทบค่าไฟฟ้าภาคประชาชนด้วย
