แนวทางการส่งเสริมการสร้างเครือข่ายในการพัฒนาชุมชนด้านการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมของหน่วยงานภาครัฐและที่ไม่ใช่ภาครัฐ พบว่า หน่วยงานภาครัฐมีแนวทางการส่งเสริมการสร้างเครือข่าย ในการพัฒนาชุมชนด้านการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม ดังนี้ การสร้างจิตสำนึกและให้ความรู้ในการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมแก่คนทุกกลุ่ม การสนับสนุนการดำเนินงานกิจกรรมด้านต่างๆแก่เครือข่ายอย่างต่อเนื่อง การส่งเสริมการมีส่วนร่วมของชุมชน ภาครัฐ ภาคเอกชน ประชาชน ร่วมกลุ่มกันเป็นเครือข่ายทำงานร่วมกันแบบบูรณาการ การขยายเครือข่ายเพื่อเพิ่มประสิทธิภาพในการปฏิบัติงาน สร้างระบบกลไกการทำงานของเครือข่ายระดับจังหวัด และการนำกิจกรรมเครือข่ายบรรจุในแผนการดำเนินงานในการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมของหน่วยงานเพื่อให้เกิดการดำเนินงานอย่างต่อเนื่อง ในส่วนของหน่วยงานที่ไม่ใช่ภาครัฐมีแนวทางการส่งเสริมการสร้างเครือข่ายในการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม ดังนี้ การพัฒนากลไกการทำงานของเครือข่ายร่วมกัน การสร้างกิจกรรมที่เป็นรูปธรรมในพื้นที่ การพัฒนาแผนยุทธศาสตร์การดำเนินงานของเครือข่ายอย่างมีส่วนร่วม การผลักดันแกนนำซึ่งเป็นเยาวชนรุ่นใหม่ให้เข้ามามีบทบาทในการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม และการเชื่อมประสานการดำเนินงานร่วมกันจากทุกภาคส่วน
