การศึกษา เรื่อง “ การบริหารงานตามหลักธรรมาภิบาล เทศบาลเมืองเมืองปัก อำเภอปักธงชัย จังหวัดนครราชสีมา ” มีวัตถุประสงค์เพื่อศึกษาปัญหาการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองเมืองปัก อำเภอปักธงชัย จังหวัดนครราชสีมา เพื่อศึกษาแนวทางในการแก้ปัญหาการบริหารงาน ตลอดจนแนวทางในการแก้ปัญหาเกี่ยวกับทัศนคติและค่านิยม ที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองเมืองปัก อำเภอปักธงชัย จังหวัดนครราชสีมา โดยมีเป้าหมายเพื่อให้เกิดความเป็นธรรม ความสุจริต ความมีประสิทธิภาพและความมีประสิทธิผล ตอบสนองความต้องการของประชาชนในเขตพื้นที่ได้อย่างเต็มที่ ผู้ศึกษาได้ดำเนินการศึกษาวิจัยเชิงคุณภาพ โดยได้ทำการสัมภาษณ์บุคลากรที่ปฏิบัติงานในเทศบาลเมืองเมืองปัก อำเภอปักธงชัย จังหวัดนครราชสีมา จำนวน 12 คน ซึ่งได้แก่ ตัวแทนผู้บริหาร พนักงานเทศบาล ลูกจ้างประจำ และ พนักงานจ้าง
ผลการศึกษาการบริหารงานของเทศบาลเมืองเมืองปัก อำเภอปักธงชัย จังหวัดนครราชสีมา ได้นำแนวทางพื้นฐาน 6 ประการ ของหลักธรรมาภิบาลมาปฏิบัติ โดยการประยุกต์ใช้ในงานด้านต่าง ๆ ที่ดำเนินการภายในองค์กร โดยส่วนใหญ่เน้นการให้บุคลากรมีความสามัคคีกัน และมีสิทธิเสนอความคิดเห็น มีส่วนร่วมในการบริหารงานให้เกิดประสิทธิภาพและประสิทธิผล สำหรับในส่วนของภาคประชาชน ทางเทศบาลเมืองเมืองปัก ได้เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการพัฒนาท้องถิ่นในเขตเทศบาลเมืองเมืองปัก เช่น เปิดให้เข้ามามีบทบาทในการร่างเทศบัญญัติ เปิดเวทีประชาคม การตรวจสอบการจัดซื้อ จัดจ้างต่าง ๆ เป็นต้น ตลอดจนส่งเสริมให้นำเทคโนโลยีที่ทันสมัยต่าง ๆ เข้ามาใช้ในองค์กร เพื่อการบริหารจัดการงานต่าง ๆ ที่รวดเร็ว สามารถตอบสนองความต้องการของประชาชนได้ยิ่งขึ้น ในส่วนปัญหาและอุปสรรคยังพบว่าบุคลากรในองค์กรยังขาดทักษะที่จะนำหลักธรรมาภิบาลมาใช้อย่างจริงจัง การยึดประโยชน์ส่วนตนมากกว่าส่วนรวม และขาดความสามัคคีร่วมมือกันระหว่างคนในองค์กรและภาคประชาชน ความบกพร่องด้านการส่งเสริมจริยธรรมและคุณธรรมที่จำเป็นต้องใช้ควบคู่กับหลักธรรมาภิบาล อาจสืบเนื่องมาจากนโยบายและแนวทางการบริหารงานของผู้บริหารแต่ละชุดไม่ต่อเนื่องกัน ซึ่งยังขาดการส่งเสริมและพัฒนาทางด้านศักยภาพของบุคลากรในองค์กร เช่น ไม่ค่อยเปิดโอกาสให้บุคลากรในองค์กรเข้ารับการอบรมในด้านต่าง ๆ ไม่ว่าจะเป็นด้านวิชาชีพ ด้านเทคโนโลยี หรือด้านกฎ ระเบียบต่าง ๆ ที่จำเป็นในการปฏิบัติงาน ตลอดจนด้านคุณธรรมจริยธรรมก็ถดถอย จึงส่งผลให้การบริหารงานตามหลักธรรมาภิบาลไม่มีประสิทธิภาพเท่าที่ควร ฉะนั้นการแก้ปัญหาที่จำเป็นและเร่งด่วนคือการผลักดัน ส่งเสริมการใช้หลักจริยธรรม หลักคุณธรรมให้ควบคู่ไปกับการใช้หลักธรรมาภิบาล เพื่อให้บรรลุวัตถุประสงค์และเป้าหมายที่วางไว้ได้อย่างมีประสิทธิภาพ มั่นคงและยั่งยืนต่อไป
