งานเทศกาลไหมเป็นงานที่จังหวัดขอนแก่นได้จัดขึ้นทุกปี เริ่มตั้งแต่ พ.ศ. ๒๕๒๒ สมัยนายชำนาญ พจนา เป็นผู้ว่าราชการจังหวัด โดยมีรองผู้ว่าราชการจังหวัดที่มีบทบาทสำคัญในการวางรากฐานการจัดงานอยู่ ๒ คน คือ นายเอนก โรจน์ไพบูลย์ และนายจรินทร์ กาญจโนมัย ริเริ่มและผลักดัน จนเป็นที่ยอมรับถึงปัจจุบันโดยมีวัตถุประสงค์เพื่อส่งเสริมอาชีพการทอผ้าไหม มีหน่วยงานทั้งภาครัฐและเอกชนร่วมออกร้านแสดงผลิตภัณฑ์และจำหน่ายสินค้าพื้นเมือง (ผ้าไหม) และของที่ระลึกอื่น ๆ นอกจากนี้ยังมีการแสดงเพื่อฟื้นฟูและส่งเสริมศิลปวัฒนธรรมท้องถิ่น
ประเพณีผูกเสี่ยว ก็เป็นประเพณีสำคัญที่จัดขึ้นพร้อมกันกับงานเทศกาลไหม โดยมีวัตถุประสงค์ เพื่อให้คนในท้องถิ่นและคนในชาติมีความรักใคร่กลมเกลียว สมัครสมานสามัคคีและช่วยเหลือเกื้อกูลกันคำว่า "เสี่ยว" เป็นภาษาถิ่นอีสาน แปลว่า มิตรแท้ เพื่อนแท้ เพื่อนตาย มีความผูกพัน ซื่อสัตย์ และจริงใจต่อกัน
จังหวัดขอนแก่นร่วมกับการท่องเที่ยวแห่งประเทศไทย และกรมหม่อนไหม ได้กำหนดจัดงานเทศกาลไหมนานาชาติ ประเพณีผูกเสี่ยว และงานกาชาด ประจำปี 2556 ขึ้นระหว่างวันที่ 29 พฤศจิกายน 2556 ถึงวันที่ 10 ธันวาคม 2556 ณ บริเวณศาลากลางจังหวัดขอนแก่น นั้น ในปีนี้คณะกรรมการจัดงานได้เปลี่ยนรูปแบบและจุดเด่น (HIGTHLIGHT) ของการจัดงานให้แตกต่างไปจากที่ผ่านมาโดยเฉพาะเป็นการเน้นการจัดกิจกรรมที่เกี่ยวกับงานไหม ให้ก้าวสู่สากล เพื่อเป็นการประชาสัมพันธ์ผ้าไหมของจังหวัดขอนแก่น และของไทยไปสู่เซียน ,สู่นานาชาติสากล อาทิ การจัดแสดงจำหน่ายผ้าไหม และสินค้าเกี่ยวกับไหม จาก 6 ชาติสมาชิก GMS คือ จีน พม่า ลาว ไทย เวียตนาม กัมพูชาการจัดแสดงนิทรรศการและจำหน่ายผ้าไหมนานาชาติ และจากจังหวัดต่างๆ ของประเทศไทยการประชุมวิชาการเกี่ยวกับผ้าไหม วงจรชีวิตของไหม และการแลกเปลี่ยนศิลปวัฒนธรรมจาก 6 ชาติ GMS
การจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น กำหนดตั้งแต่วันที่ ๒๙ พฤศจิกายน – ๑๐ ธันวาคม ของทุกปี รวม ๑๒ วัน ๑๒ คืนนั้น มีแนวทางการจัดงาน หรือประเด็นหลัก เน้นหนักใน ๓ ประการ คือ
ประการที่ ๑ งานเทศกาลไหม จะแสดงเอกลักษณ์ความสวยสดงดงามของลายผ้าไหมของชาวขอนแก่น ซึ่งถือได้ว่าเป็นแหล่งรวมผ้าไหม ที่มากและสวยที่สุดในประเทศไทย
ประการที่ ๒ ประเพณีผูกเสี่ยว ถือเป็นประเพณีพื้นบ้านสืบทอดกันมานาน จนเป็นวัฒนธรรมท้องถิ่น แสดงออกถึงความรัก ความผูกพัน ประดุจพี่น้อง
ประการที่ ๓ งานกาชาดจังหวัด เป็นองค์กรหลักสำคัญในการสงเคราะห์แก่ผู้ยากไร้ เป็นองค์กรที่จะส่งเสริมโอกาสทางสังคมให้กับพี่น้องประชาชน
โดยงานเทศกาลไหมนานาชาติ ประเพณีผูกเสี่ยว และงานกาชาดจังหวัดขอนแก่น ปี 56 เน้นการจัดกิจกรรมสู่นานาชาติ ทั้งการประชุมวิชาการไหมนานาชาติ ,การแสดงไหมและผลิตภัณฑ์ไหมการแสดงศิลปวัฒนธรรมจากชาติอาเซียน และเน้นอนุรักษ์ประเพณีผูกเสี่ยวให้คงอยู่คู่ขอนแก่น
จากความเป็นมาข้างต้นจะเห็นได้ว่าเทศงานไหมถือมีการดำเนินมาอย่างยาวนาน ถึงทำให้เทศกาลนี้มีชื่อเสียง เป็นที่ได้รับความนิยมสนใจสำหรับนักท่องเที่ยว ผู้คนจึงแห่มาเทศกาลงานไหมที่มีการจัดดำเนินขึ้นที่ขอนแก่นในทุกปี อย่างมากมาย
