การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาสภาพการเรียนรู้ตามโครงการอันเนื่องมาจาก พระราชดำริของประชาชนในพื้นที่อำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี เพื่อประเมินผลการดำเนิน การโครงการอันเนื่องมาจากพระราชดำริของประชาชนในพื้นที่อำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี และ เพื่อพัฒนาการดำเนินการโครงการอันเนื่องมาจากพระราชดำริของประชาชนในพื้นที่อำเภอ เฉลิมพระเกียรติ จังหวัดสระบุรี ผู้ให้ข้อมูลการวิจัยในครั้งนี้ ได้แก่ ผู้ทรงคุณวุฒิ ผู้เชี่ยวชาญ พระสงฆ์ นายอำเภอ ปราชญ์ชาวบ้าน และประชาชน ในอำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี พุทธศักราช ๒๕๕๘ จำนวน ๔๐๗ รูป/คน เครื่องมือการวิจัย ได้แก่ ข้อมูลแบบเอกสาร แบบสอบถาม แบบการสัมภาษณ์ และ แบบการสนทนากลุ่ม ทั้งนี้ เครื่องมือการวิจัยได้ผ่านการตรวจสอบความเที่ยงตรงเชิงเนื้อหา (Content Validity) จากผู้ทรงคุณวุฒิ ๕ รูป/คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และ ค่าเบี่ยงเบนมาตรฐาน ผู้วิจัยใช้การสังเคราะห์แบบอุปนัย วิธีการในเชิงเนื้อหา และประมวลผลข้อมูลนำเสนอการวิเคราะห์ผลในรูปแบบเชิงพรรณนา
ผลการวิจัย สามารถสรุปผลได้ใน ๒ ประเด็นหลัก ดังนี้
๑) สภาพการเรียนรู้โครงการอันเนื่องมาจากพระราชดำริของประชาชนในพื้นที่ อำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี มีองค์ประกอบ ประกอบด้วย ๔ ด้าน ได้แก่ ด้านสภาพแวดล้อม ด้านข้อมูลนำเข้า ด้านกระบวนการ และ ด้านผลผลิต โดยผลการวิเคราะห์ข้อมูลค่าคุณภาพ (Reliability) เครื่องมือการวิจัย จำนวน ๔๐ ข้อ มีค่าความเชื่อมั่น = ๐.๙๑๐
๒) การประเมินผลการดำเนินการโครงการอันเนื่องมาจากพระราชดำริของประชาชนในพื้นที่อำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี ผลการวิจัยพบว่า โดยภาพรวมอยู่ในระดับมากทุกด้าน ( =๔.๓๙, S.D. =๐.๘๐) เมื่อเรียงลำดับค่าเฉลี่ยเป็นรายด้านดังนี้ ด้านผลผลิต ( = ๔.๔๖, S.D. = ๐.๖๕) ด้านสภาพแวดล้อม ( = ๔.๔๒, S.D. = ๐.๙๓) ด้านกระบวนการ ( = ๔.๓๙, S.D. = ๐.๗๘) และ ด้านข้อมูลนำเข้า ( = ๔.๓๐, S.D. = ๐.๘๕) เมื่อเรียงตามรายข้อในแต่ละด้านพบว่า ด้านที่มีค่าเฉลี่ยอันดับมากที่สุด ได้แก่ ด้านผลผลิต มีค่าเฉลี่ยระดับการประเมินผลการดำเนินการ มากที่สุด จำนวน ๙ ข้อ มีค่าเฉลี่ยระดับมาก ๑๓ ข้อ ด้านสภาพแวดล้อม อยู่ในระดับมากที่สุด ๓ ข้อ และ อยู่ในระดับมาก ๓ ข้อ ด้านกระบวนการ มีค่าเฉลี่ยอยู่ในระดับมากทั้ง ๑๐ ข้อ และ ด้านข้อมูล นำเข้า มีค่าเฉลี่ยอยู่ในระดับมาก ๒ ข้อ ตามลำดับ
๓) การพัฒนารูปแบบการดำเนินการโครงการอันเนื่องมาจากพระราชดำริของประชาชนในพื้นที่อำเภอเฉลิมพระเกียรติ จังหวัดสระบุรี ผลการวิจัยพบว่า การวิเคราะห์ข้อมูลแบบสอบถามมีความสอดคล้องกับผลการประเมินคุณภาพของผู้ทรงคุณวุฒิ มีความเหมาะสม มีความเป็นไปได้ และเป็นประโยชน์ในสังคมไทย
