หลักการและเหตุผล
ในปีหนึ่งๆ ประเทศไทยมีเด็กเกิดเป็นโรคหัวใจพิการตั้งแต่กำเนิดกว่า 7,000-8,000 คน (ร้อยละ 0.8 – 1.0 ของการเกิดมีชีวิต มีโรคหัวใจพิการตั้งแต่กำเนิด) และโรคหัวใจพิการตั้งแต่กำเนิดเพียงร้อยละ 5 เท่านั้น ที่สามารถป้องกันได้ เช่น เกิดจากมารดาที่มีเชื้อหัดเยอรมันระหว่างตั้งครรภ์ในช่วง 3- 4 เดือนแรกอีกร้อยละ 95 ไม่ทราบสาเหตุ จำนวนเด็กเกิดใหม่ที่เป็นโรคหัวใจร้อยละ 50 หรือกว่า 3,500 คน ต้องได้รับการรักษาโดยการผ่าตัด หรือ ใช้สายสวนหัวใจ,ร้อยละ 20 ต้องได้รับการผ่าตัดภายในอายุ 1 ปี หรือบางรายภายใน 1 เดือน มิฉะนั้นจะเสียชีวิตหรือผ่าตัดไม่ได้
ปัจจุบันสถาบันที่ผ่าตัดเด็กโรคหัวใจมีจำนวนจำกัด ได้แก่ คณะแพทย์ศาสตร์ของมหาวิทยาลัยทั้งส่วนกลางและส่วนภูมิภาค ซึ่งต้องทำการผ่าตัดทั้งผู้ใหญ่และเด็ก และโรงพยาบาลของกระทรวงสาธารณสุขรวมทั้งโรงพยาบาลเอกชน ทั้งประเทศสามารถผ่าตัดเด็กได้ปีละไม่เกิน 2,500 คน เกิดผลกระทบอย่างรุนแรงกับเด็กเล็กและเด็กเกิดใหม่ที่ป่วยเป็นโรคหัวใจ ทำให้ต้องรอคอยการผ่าตัดเป็นเวลานาน และมีส่วนหนึ่งได้เสียชีวิตไป ส่วนที่รอคอยก็ยิ่งมีจำนวนสะสมเพิ่มขึ้นทุกปี ปัญหาสำคัญอีกประการหนึ่งของเด็กผู้ป่วยโรคหัวใจ คือ ร้อยละ 20 เป็นผู้พิการซ้ำซ้อน จำเป็นต้องได้รับการผ่าตัดโดยทีมแพทย์ผู้ชำนาญเป็นพิเศษ นอกจากนี้ยังมีเด็กโรคหัวใจในชนบทอีกมากที่ยังไม่ได้เข้ารับการตรวจรักษา บางรายยังไม่ทราบว่าเป็นโรคหัวใจ จากปัญหาดังกล่าว มูลนิธิเด็กโรคหัวใจ ในพระอุปถัมภ์ของสมเด็จพระเจ้าพี่นางเธอ เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ จึงได้ร่วมมือกับโรงพยาบาลและสถาบันต่างๆ ที่สามารถผ่าตัดเด็กโรคหัวใจได้ ดำเนินโครงการผ่าตัดเด็กโรคหัวใจนอกเวลาราชการขึ้น ตั้งแต่ปี พ.ศ.2545 และดำเนินงานอย่างต่อเนื่องมาจนถึงปัจจุบัน โดยได้นำเด็กโรคหัวใจเข้ารับการผ่าตัดตามโครงการต่างๆ ไปแล้วดังนี้
1. โครงการ “ ผ่าตัดเด็กโรคหัวใจ เฉลิมพระเกียรติ สมเด็จพระเจ้าพี่นางเธอ
เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ ” ในวโรกาสที่ทรงเจริญพระชนมายุ 80 พรรษา
(พ.ศ.2545 - พ.ศ.2547) นำเด็กเข้ารับการผ่าตัดได้ 1,317 ราย
2. โครงการผ่าตัดเด็กโรคหัวใจ “ 20,000 บาท ต่อ 1 ชีวิตเด็ก ” ถวายเป็นพระราชกุศลแด่สมเด็จพระศรีนครินทราบรมราชชนนี (พ.ศ.2548 - พ.ศ.2549) นำเด็กเข้ารับการผ่าตัดได้ 2,049 ราย
3. โครงการ “ ผ่าตัดเด็กโรคหัวใจ 1,640 ราย เฉลิมพระเกียรติ 80 พรรษา พระบาทสมเด็จพระเจ้าอยู่หัว และ 84 พรรษา สมเด็จพระเจ้าพี่นางเธอ เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ ” นำเด็กเข้ารับการผ่าตัดได้ 1,640 ราย
4. โครงการผ่าตัดเด็กโรคหัวใจ 1,160 ราย เฉลิมพระเกียรติ พระบาทสมเด็จ
พระเจ้าอยู่หัวและสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ (พ.ศ.2551 - พ.ศ.2552) นำเด็กเข้ารับการผ่าตัดได้ 1,160 ราย
5. โครงการผ่าตัดเด็กโรคหัวใจ 2,500 ราย ถวายเป็นพระราชกุศลแด่สมเด็จพระเจ้า
พี่นางเธอ เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ (พ.ศ.2552 - พ.ศ.2555) นำเด็กเข้ารับการผ่าตัดได้ 2,500 ราย
6. โครงการผ่าตัดเด็กโรคหัวใจ 1,334 ราย เพื่อให้ครบ 10,000 ราย เฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในวโรกาสพิธีมหามงคล เฉลิมพระชนพรรษา 7 รอบ 5 ธันวาคม 2554 ซึ่งเริ่มโครงการมาตั้งแต่ปี พ.ศ.2554 คาดว่าจะจบโครงการภายในกลางปี พ.ศ.2556
ในวโรกาสที่สมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารี ทรงเจริญพระชนมายุ 60 พรรษา ในปี 2558 คณะกรรมการมูลนิธิเด็กโรคหัวใจ ในพระอุปถัมภ์ของสมเด็จพระเจ้าพี่นางเธอ เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ เห็นสมควรจัดกิจกรรมเฉลิมพระเกียรติน้อมเกล้าน้อมกระหม่อมถวายสักการะ ด้วยการจัดทำ “ โครงการผ่าตัดเด็กโรคหัวใจ 1,200 ราย เฉลิมพระเกียรติสมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารี ในโอกาสที่จะทรงเจริญพระชนมายุครบ 60 พรรษา ในปี 2558”
วัตถุประสงค์ 1. เพื่อเฉลิมพระเกียรติสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารีในโอกาสที่ จะทรงเจริญพระชนมายุครบ 60 พรรษา ในปี 2558”
2. เพื่อให้เด็กผู้ป่วยโรคหัวใจได้รับการรักษาโดยรวดเร็ว ลดภาวะแทรกซ้อนและลด อัตราการเสียชีวิตทำให้เด็กมีสุขภาพ และคุณภาพชีวิตที่ดี
3. เพื่อลดจำนวนเด็กผู้ป่วยที่รอการผ่าตัด
เป้าหมาย นำเด็กโรคหัวใจเข้ารับการผ่าตัดจำนวน 1,200 ราย
พื้นที่ดำเนินการ 77 จังหวัดทั่วประเทศไทย
ระยะเวลาดำเนินงาน
วิธีดำเนินการ 1. มูลนิธิเด็กโรคหัวใจฯ โดยความร่วมมือกับโรงพยาบาลของรัฐ 20 แห่งและ โรงพยาบาลเอกชน 5 แห่ง ทำการผ่าตัดเด็กโรคหัวใจในโครงการ
2. โรงพยาบาลที่เข้าร่วมโครงการ ส่งข้อมูลเด็กที่ได้รับการผ่าตัดมายังมูลนิธิฯ
เพื่อขออนุมัติค่าตอบแทน โดยความร่วมมือของกุมารแพทย์โรคหัวใจ
3. มูลนิธิร่วมมือกับกระทรวงสาธารณสุขและสำนักงานหลักประกันสุขภาพ ทำการ ฝึกอบรมพยาบาลวิชาชีพและพนักงานอนามัยให้สามารถตรวจคัดกรอง
เด็กชั้นประถมศึกษาในรายสงสัยว่าจะเป็นโรคหัวใจ จะได้รับการตรวจจาก คณะแพทย์ผู้เชี่ยวชาญจากมูลนิธิฯ กรณีจำเป็นต้องรับการผ่าตัด มูลนิธิฯ จะส่งต่อ
ณ โรงพยาบาลของรัฐ หรือ โรงพยาบาลเอกชนที่ร่วมโครงการ
งบประมาณ จำนวนเงิน 24,000,000 บาท

ผลที่คาดว่าจะได้รับ 1. เด็กผู้ป่วยโรคหัวใจ มีโอกาสได้รับการรักษาจากแพทย์ผู้เชี่ยวชาญโรคหัวใจ และได้รับความอนุเคราะห์ ค่าผ่าตัดนอกเวลาราชการ ค่าใช้จ่ายส่วนเกิน ที่ไม่ สามารถใช้ สิทธิบัตรทอง และค่าใช้จ่ายที่จำเป็น เฉพาะผู้ป่วยรายที่จำเป็น
เช่น ค่าเดินทาง ค่าใช้จ่ายประจำวัน
2. เด็กผู้ป่วยที่มารับบริการ มีโอกาสได้รับการรักษาระดับสูงขึ้นจากแพทย์ผู้เชี่ยวชาญ รวมทั้งสามารถลดคิวรอผ่าตัดได้
3. โรงพยาบาล และแพทย์ของโรงพยาบาลที่ร่วมโครงการ และผู้บริจาคมีส่วน ร่วมกิจกรรมเฉลิมพระเกียรติสมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารี ในโอกาสที่จะทรงเจริญพระชนมายุครบ 60 พรรษา ในปี 2558”
