พูดถึงการตื่นตัวในเรื่องการเรียนรู้ การปรับหลักสูตร ประเทศลาวทำเสร็จไป ประมาณ 3 ปีกว่าแล้ว หลักสูตรอาเซียนศึกษา ทั้งๆ ที่ยังไม่มีแผนกลางกับอาเซียน ประเทศไทยยังไม่มีหลักสูตรอะไรเลยเกี่ยว กับอาเซียน เพราะฉะนั้นจึงล้าหลังกว่าเพื่อนและหยุดนิ่ง รัฐบาลยังไม่ได้ทำอะไรเลย ไม่ได้ทำหลักสูตรใหม่ ไม่ได้เตรียมเนื้อหาพื้นฐานที่อาเซียนกำหนด แต่ทุกโรงเรียนเริ่มตื่นตัวกันเอง ถือเป็น ข้อดีที่โรงเรียนทำตามนโยบายที่กระทรวงศึกษาธิการกำหนดไว้ เพราะฉะนั้น ในแง่การศึกษา ภาพรวมคือรัฐบาลไทย ไม่ตื่นตัว ไม่ทำโครงสร้างอะไรให้กับการ ศึกษา แต่กระทรวงศึกษาธิการตื่นตัวอยู่เสมอในนามของข้าราชการประจำ คือมีงบประมาณน้อยก็ทำโรงเรียนนำร่องประมาณ 50 กว่าโรงเรียน รวม แล้วคือ การตื่นตัวในสถาบันการศึกษา นั้นทำกันเอง ส่วนใหญ่ได้แค่การประชุม สัมมนาให้ความรู้และบรรยาย
