การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างรูปแบบการมีส่วนร่วมในการเขียนโครงการแก้ไขปัญหาสุขภาพโดยประชาชนด้วยประชาชน : กรณีศึกษาเทศบาลตำบลหาดอาษา อำเภอสรรพยา จังหวัดชัยนาท เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม กลุ่มตัวอย่างเลือกแบบเจาะจง จำนวน 3 กลุ่มประกอบด้วย 1) กลุ่มบุคคลเป้าหมาย ได้แก่แกนนำชุมชน 2) กลุ่มนักพัฒนา ได้แก่ ผู้บริหารท้องถิ่น/นักวิชาการจากโรงพยาบาลส่งเสริมสุขภาพตำบล และ3) กลุ่มนักวิจัย ได้แก่ นักวิชาการจากศูนย์วิชาการในพื้นที่ วิธีศึกษามี 3 ระยะ คือ ระยะเตรียมการ ระยะปฏิบัติการ และระยะติดตามประเมินผล การเก็บรวบรวมข้อมูล จากการสังเกตแบบมีส่วนร่วม ด้วยการเข้าไปอยู่และปฏิบัติตนให้เป็นส่วนหนึ่งของพื้นที่ที่ศึกษา ซึ่งเป็นการสังเกตข้อมูลจากผู้วิจัยเอง จากการเข้าร่วมกิจกรรม จากการอนุมัติโครงการของกองทุนสุขภาพตำบลในพื้นที่
ผลการศึกษา พบว่า ด้านความสำเร็จตามวัตถุประสงค์ ชุมชนเทศบาลตำบลหาดอาษา สามารถการขับเคลื่อนการดำเนินงานสร้างเสริมสุขภาพและป้องกันโรคในชุมชนด้วยวิธีการเขียนโครงการแก้ไขปัญหาสุขภาพได้ด้วยตนเองและผ่านการเห็นชอบจากคณะกรรมการกองทุนสุขภาพตำบล และ ด้านความพึงพอใจ พบว่าแกนนำชุมชนมีความพึงพอใจต่อกระบวนการสอนวิธีการเขียนโครงการแก้ไขปัญหาสุขภาพ ร้อยละ 100 เนื่องจากเป็นโครงการที่สามารถแก้ไขปัญหาได้ตรงกับความต้องการของชุมชน เริ่มต้นจากการร่วมสร้างภาพฝันสุขภาพชุมชน จากนั้นวิเคราะห์ปัญหาสุขภาพชุมชน ร่วมกันสร้างแผนที่ยุทธศาสตร์ตำบล และเขียนโครงการแก้ไขปัญหาชุมชนเสนอผ่านกองทุนสุขภาพตำบล ดำเนินการตามโครงการที่อนุมัติ และรายงานผลการดำเนินงาน จากการสร้างรูปแบบดังกล่าวส่งผลให้เกิดนวตกรรมในชุมชน เช่น สบู่ป้องกันยุง เป็นต้น
