เมื่อเวลา 08.00 น. วันที่ 15 ก.พ.59 ที่บริเวณริมฝั่งแม่น้ำโขง หน้าวัดพระธาตุพนมวรมหาวิหาร อ.ธาตุพนม จ.นครพนม พระเทพวรมุนี เจ้าคณะจังหวัดนครพนม เจ้าอาวาสวัดพระธาตุพนม เป็นประธานฝ่ายสงฆ์ พร้อมด้วย นายสมชาย วิทย์ดำรงค์ ผู้ว่าราชการจังหวัดนครพนม นายอติชาต อุณหเลขกะ นายอำเภอธาตุพนม นำพุทธศาสนิกชนทั้งชาวไทยและชาวลาวนับแสนคน ประกอบพิธีอัญเชิญพระอุปคุต จากริมแม่น้ำโขง เพื่อไปประดิษฐาน ณ พระวิหารหอพระแก้ว ภายในวัดพระธาตุพนม ซึ่งถือเป็นพิธีศักดิ์สิทธิ์ที่สืบทอดกันมาแต่โบราณ โดยจะจัดขึ้นทุกปีในภาคเช้า ก่อนเปิดงานนมัสการองค์พระธาตุพนมประจำปี เพื่อขอให้องค์พระอุปคุต ถือเป็นพระผู้มีอิทธิฤทธิ์ตามตำนาน มาช่วยคุ้มครองปกปักษ์รักษา ปกป้องภยันตรายต่างๆ ไม่ให้เกิดขึ้น จนกว่างานจะสำเร็จเรียบร้อยเป็นไปด้วยดี ตลอด 9 วัน 9 คืน


โดยในปีนี้จังหวัดนครพนมกำหนดจัดงานขึ้นระหว่าง วันที่ 15 - 23 กุมภาพันธ์ 2559 ส่วนในภาคบ่ายจะมีพิธีเปิดงานนมัสการพระธาตุพนม โดยมี พระเทพวรมุนี เจ้าอาวาสวัดพระธาตุพนมวรมหาวิหาร เจ้าคณะจังหวัดนครพนม นำประกอบพิธีสักการบูชา เวียนเทียนองค์พระธาตุพนม ตลอดจนการประกอบพิธีทำบุญ และ การแห่กองบุญถวายองค์พระธาตุพนม และเวียนเทียนรอบองค์พระธาตุพนมทุกวัน โดยทางวัดพระธาตุพนมได้จัดให้มีการบูชาวัตถุมงคล การออกร้านจำหน่ายสินค้า และการแสดงมหรสพสมโภชตลอดงาน
