พล.อ.อ. ดร.ประจิน จั่นตอง เกิดที่จังหวัดพิษณุโลก เป็นบุตรชายของแย้ม (บิดา) และปิ่น (มารดา) เมื่ออายุได้ 9 ขวบ ต้องย้ายตามบิดาและครอบครัวไปอาศัยอยู่ที่จังหวัดอุตรดิตถ์[6] จนกระทั่งสำเร็จการศึกษาจากโรงเรียนอุตรดิตถ์รุ่น 2512 โรงเรียนเตรียมทหาร รุ่นที่ 13 (ตท.13), โรงเรียนนายเรืออากาศ รุ่นที่ 20 (นรอ.20), วิทยาลัยป้องกันราชอาณาจักร รุ่นที่ 48 (วปรอ.48) และสำเร็จการศึกษาระดับดุษฎีบัณฑิต จากสถาบันรัฐประศาสนศาสตร์ มหาวิทยาลัยรังสิต ในปี พ.ศ. 2556 พล.อ.อ. ประจิน ดำรงตำแหน่งเสนาธิการทหารอากาศ ณ วันที่ 1 ตุลาคม พ.ศ. 2552 ก่อนที่จะดำรงตำแหน่งเป็นผู้ช่วยผู้บัญชาการทหารอากาศ ณ วันที่ 1 ตุลาคม พ.ศ. 2554 [1]
