ความเป็นมาและเอกลักษณ์ของสำนักวิทยบริการ เดิมสำนักวิทยบริการมีชื่อเรียกว่าห้องสมุด ซึ่งหลักฐานปรากฏในช่วงระยะเวลาประมาณ ปี พ.ศ. 2500 ห้องสมุดเป็นส่วนหนึ่งของอาคารเรียนชื่อ "อาคารสันติสุข"
เอกลักษณ์สำนักวิทยบริการและเทคโนโลยีสารสนเทศ คือ การให้บริการสารสนเทศแก่บุคลากร นักศึกษาภายในมหาวิทยาลัย และบริการวิชาการแก่สังคม อีกทั้งมีความร่วมมือในการเป็นเครือข่ายสารสนเทศ ท้องถิ่นกับมหาวิทยาลัยในจังหวัดนครราชสีมา ตลอดจนให้มีการพัฒนาขีดความสามารถในการใช้สื่อทางด้านเทคโนโลยีการศึกษาและเทคโนโลยีสารสนเทศ เพื่อขยายการให้บริการวิชาการแก่บุคลากรภายในมหาวิทยาลัยและแก่สังคมในรูปแบบต่าง ๆ อย่างกว้างขวาง โดยในด้านการบริการสารสนเทศนั้น สำนักวิทยบริการและเทคโนโลยีสารสนเทศ มุ่งเน้นให้เป็นขุมทรัพย์ทางปัญญาของบุคลากรภายในมหาวิทยาลัยและประชาชนในท้องถิ่น
