3.หลักการและเหตุผล
อำเภออุ้มผาง จังหวัด ตาก เป็นพื้นที่ที่ถูกระบุว่าเป็นจังหวัดที่มีดัชนีความก้าวหน้าของคน (HAI)ในลำดับที่ 75 เมื่อเปรียบเทียบกับจังหวัดอื่น ๆ ภายในประเทศ จากการวิเคราะห์ข้อมูลทุติยภูมิเบื้องต้นทราบว่าพื้นที่อุ้มผาง จำนวน 6 ตำบล 36 หมู่บ้าน พบว่าประชากรส่วนใหญ่ เป็นชาวเขา เผ่ากระเหรี่ยง เผ่าม้ง และคนพื้นเมือง สภาพชุมชนมีความยากจน ความหนาแน่นชาวบ้านมีรายได้ต่ำเป็นพื้นที่ติดกับชายแดนมีปัญหาด้านยาเสพติดปัญหาโรคระบาดตามชายแดน เด็กมีโอกาสเรียนต่อในระดับสูงน้อย อีกทั้งหน่วยงานของรัฐ เอกชน องค์กรผู้ร่วมพันธกิจต่างๆ ในพื้นที่อำเภออุ้มผาง พยายามแสวงหาแนวทางการแก้ไขปัญหา แต่ยังขาดงบประมาณ บุคลากร เครื่องมือที่เหมาะสมและทันสมัยและการเข้าพื้นที่ไม่ทั่วถึงและไม่ต่อเนื่อง
โรงเรียนตำรวจตระเวนชายแดนบ้านแม่กลองคี สังกัด กก.ตชด 34 ต.โมโกร อ.อุ้มผาง จ.ตาก ปัจจุบันมีเนื้อที่ 16 ไร่ 40 ตารางวา มีอาคารเรียน 4 อาคารเรียน คือ 1 อาคารดัดดรุณี 2 อาคารคุณหญิงขจีรัตน์ 3 อาคารราชมงคล 4 อาคารเทคนิคกำแพงเพชร เนื่องด้วยอาคารคุณหญิงขจีรัตน์ มีสภาพ อาคารเรียนเป็นไม้ทั้งหลัง ซึ่งสร้างมาหลายปีตั้งแต่ปี พ.ศ.2528 มีอายุประมาณ 29 ปี จากสภาพไม้เริ่มผุพังไปทั้งหลัง ทางโรงเรียนได้มีการปรับปรุงซ่อมแซมอาคารเพื่อใช้สำหรับรองรับเด็กนักเรียนที่เพิ่มขึ้นซึ่งช่วยแก้ไขปัญหาขาดห้องเรียนได้ในช่วงหนึ่ง เมื่อพบว่าไม้โครงสร้างหลักมีสภาพชำรุด ผุพังส่งผลให้ไม่สามารถรับน้ำหนักเด็กนักเรียนจำนวนมากๆได้ ข้อจำกัดที่โรงเรียนอยู่ในพื้นที่ชนบทกันดารห่างไกลติดชายแดนประเทศเมียนมาร์ มีข้อจำกัดในเรื่องงบประมาณสนับสนุนจากภาครัฐ ทำให้นักเรียนขาดอาคารเรียนสำหรับเรียน ไม่พอรองรับกับจำนวนเด็กนักเรียนที่เพิ่มขึ้นในปีการศึกษา 2556 มีนักเรียนในเขตบริการและนอกบริการ รวม 365 คน ครูจำนวน 32 คน ในปีการศึกษาต่อไปคาดว่านักเรียนจะเพิ่มขึ้น ทำให้อาคารเรียนในโรงเรียนไม่สามารถรองรับจำนวนนักเรียนที่เพิ่มขึ้น
ทางคณะครู นักเรียน ผู้ปกครอง หน่วยงาน ตลอดจนชุมชน มีความต้องการที่จะส่งเสริมสนับสนุนให้นักเรียน เยาวชน ตลอดจนผู้ปกครองได้รับความสะดวกจากอาคารใหม่ ได้เรียนรู้ทักษะวิชาการในด้านต่างๆและได้เรียนรู้เพิ่มเติมอย่างมีประสิทธิภาพ ทางโรงเรียน ตชด. บ้านแม่กลองคี สังกัด กก.ตชด. 34 โดยคณะกรรมการหมู่บ้าน ครู นักเรียน จึงขอเสนอโครงการดังกล่าวนี้มา เพื่อขอความอนุเคราะห์สนับสนุนงบประมาณก่อสร้างอาคารเรียน

4.วัตถุประสงค์
1. เพื่อให้เด็กนักเรียนมีอาคารเรียนที่ปลอดภัยใช้ในการจัดกิจกรรมการเรียนการสอน
2. เพื่อให้โรงเรียนมีอาคารเรียนใช้ในการจัดกิจกรรมการเรียนการสอนทั้ง 8 กลุ่มสาระ ให้แก่นักเรียนชั้นประถมศึกษาปีที่ 1- 6 จำนวน 365 คน
3. เพื่อโรงเรียนมีความพร้อมในการเรียนการสอนยกระดับคุณภาพการศึกษาให้ดียิ่งขึ้น

4. เพื่อให้โรงเรียนมีอาคารเรียนสำหรับการเรียนการสอนเพียงพอกับจำนวนนักเรียน
5. เพื่อใช้เป็นแหล่งเรียนรู้ด้านทักษะวิชาการของชุมชนบ้านแม่กลองคี
