ในเรื่องการความสัมพันธ์กับประเทศเพื่อนบ้านคงจะต้องพูดถึงการร่วมมือของประชาคมเศรษฐกิจอาเซียนปัจจุบันมีสมาชิกอาเซียนทั้งหมด 10 ประเทศ ได้แก่ สิงคโปร์ ไทย, มาเลเซีย , ฟิลิปปินส์ ,เวียดนาม, สปป.ลาว พม่า, กัมพูชา ,บรูไนดารุสซาลาม, อินโดนีเซีย “อาเซียน” รวมตัวกันเพื่อ ความร่วมมือกันทางการเมือง ความมั่นคง เศรษฐกิจ และวัฒนธรรม และได้มีการพัฒนาการเรื่อยมา จนถึงขณะนี้ที่เรามีกฎบัตรอาเซียน (ธรรมนูญ อาเซียน หรือ ASEAN Charter) ซึ่งเป็นเสมือนแนวทางการดำเนินงานที่จะนำไปสู่การเป็นประชาคมอาเซียนซึ่งประกอบด้วย 3 เสาหลัก คือ
1.การเมืองความมั่นคง
2.เศรษฐกิจ (AEC)
3.สังคมและวัฒนธรรม
ซึ่งทั้งหมดนี้ก็มีพัฒนาการไปด้วยกัน โดยเหตุที่คนส่วนใหญ่มักจะพูดถึงแต่ AEC ซึ่งก็คือด้านเศรษฐกิจหรือ “ประชาคมเศรษฐกิจอาเซียน” คงเป็นเพราะว่าเรื่องเศรษฐกิจเป็นเรื่องที่ดูจะจับต้องได้มากกว่าเรื่องอื่นๆ อีกทั้งในการขับเคลื่อนส่วนใหญ่แล้วที่มักจะก้าวไปเร็วกว่าส่วนอื่นๆ ก็คือภาคธุรกิจ ดังนั้นคนอาจจะรับรู้เรื่อง AEC มากกว่ามิติความร่วมมืออื่นๆ ของอาเซียน
อย่างไรก็ดีความร่วมมือทั้ง 3 เสาหลักของอาเซียนก็มีความสำคัญด้วยกันทั้งสิ้น เพราะการสร้างประชาคมอาเซียนย่อมหมายถึงการร่วมมือและหลอมรวมกันในทุกมิติ และแต่ละมิติก็ล้วนมีความสำคัญและส่งเสริมซึ่งกันและกัน เราคงไม่อาจผลักดันความร่วมมือทางเศรษฐกิจได้หากปราศจากความมั่นคงทางการเมือง หรือความเข้าใจกันของคนในอาเซียน
การเข้าเป็นส่วนหนึ่งของประชาคมอาเซียนอาจทำให้เกิดการเปลี่ยนแปลงและผลกระทบทั้งเชิงบวกหรือลบต่อประเทศไทย ซึ่งเราอาจมองสิ่งที่เกิดขึ้นเป็นโอกาสหรือภัยคุกคามก็ได้ ทั้งนี้การพัฒนาความรู้และการเตรียมความพร้อมเป็นเงื่อนไขสำคัญของการรับโอกาสและป้องกันภัยคุกคามที่จะเกิดขึ้น คำถามที่ว่าประเทศไทยจะเป็นอย่างไรหลังเข้าสู่ประชาคมอาเซียน? สิ่งที่จะเกิดขึ้นกับประเทศไทยมีหลายประการ เช่น
1) เศรษฐกิจขยายตัวมากขึ้น
ปัจจัยสำคัญที่ทำให้เศรษฐกิจไทยขยายตัว คือ การขจัดมาตรการกีดกันทางการค้าที่ไม่ใช่ภาษีของประเทศสมาชิกอาเซียน รวมทั้งการลงทุนจากประเทศนอกกลุ่มอาเซียนมายังประเทศไทยมากขึ้น เนื่องจากภูมิศาสตร์ของไทยเหมาะแก่การลงทุนเป็นฐานการผลิตเพื่อส่งไปยังประเทศอื่นในภูมิภาค ที่สำคัญคาดหมายว่าจะมีนักท่องเที่ยวจากอาเซียนเพิ่มมากขึ้น เนื่องจากข้อจำกัดในการเดินทางระหว่างประเทศอาเซียนลดลง โครงสร้างพื้นฐานด้านคมนาคมระหว่างประเทศพัฒนามากขึ้น การไหลเวียนของข้อมูลข่าวสารเกี่ยวกับประเทศในอาเซียนเพิ่มมากขึ้น และการเคลื่อนย้ายของแรงงานไปทำงานในประเทศเพื่อนบ้านเพิ่มขึ้น
