นโยบายปีการศึกษา 2558 ปีแห่งการพัฒนาทักษะและการอ่าน และทักษะการคิด โดยกำหนดตัวชี้วัด ดังนี้
1. นักเรียนชั้น ป.1 ไม่น้อยกว่าร้อยละ 97 อ่านภาษาไทยออกและเขียนได้
2. นักเรียนชั้น ป.2 ไม่น้อยกว่าร้อยละ 97 อ่านภาษาไทยคล่องและเขียนคล่อง
3. นักเรียนชั้น ป.3 ไม่น้อยกว่าร้อยละ 97 อ่านภาษาไทยคล่อง เขียนคล่อง และจับใจความได้
4. นักเรียนชั้น ป.4 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดวิเคราะห์
5. นักเรียนชั้น ป.5 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดอย่างมีวิจารณญาณ
6. นักเรียนชั้น ป.6 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดอย่างมีวิจารณญาณและคิดเป็นระบบ
