จากการประชุมสุดยอดอาเซียน ครั้งที่ 9 ณ เกาะบาหลี ประเทศอินโดนีเซีย ได้กำหนดให้จัดทำข้อตกลงยอมรับร่วมกัน
(Mutual Recognition Arrangements : MRAs)
ด้านคุณสมบัติในสาขาวิชาชีพหลัก เพื่ออำนวยความสะดวกในการเคลื่อนย้ายนักวิชาชีพ หรือแรงงานเชี่ยวชาญ หรือผู้มีความสามารถพิเศษของ อาเซียนได้อย่างเสรี ด้านคุณสมบัติในสาขาอาชีพหลัก เพื่ออำนวยความสะดวกในการเคลื่อนย้ายนักวิชาชีพ แรงงานเชี่ยวชาญ หรือผู้มีความ สามารถพิเศษได้อย่างเสรี ข้อตกลงเรื่องการเคลื่อนย้ายแรงงาน ฝีมือไปทำงานในประเทศกลุ่มอาเซียนทั้ง 10 ประเทศ ได้อย่างเสรี ได้กำหนด ครอบคลุม 8 อาชีพ และก็มีข่าวว่าอาจจะมีการเพิ่มจำนวนอาชีพขึ้นมาอีกในลำดับถัดไป สำหรับ 8 อาชีพที่มี ข้อตกลงกันแล้วให้สามารถเคลื่อน ย้ายไปทำงานได้อย่างเสรี ได้แก่

การเคลื่อนย้ายแรงงานฝีมือเสรีในกลุ่ม 8 อาชีพนั้น มีผลดีต่อไทยไม่น้อย เพราะในภาพรวม สถาบันการศึกษา ระดับอุดมศึกษาในไทย มีศักยภาพในด้านการผลิตบุคลากรในสายวิชาชีพทั้ง 8 ได้อย่างมีประสิทธิภาพสูงซึ่งทำให้ผู้จบการศึกษาในสายวิชาชีพทั้ง 8 ตั้งแต่ระดับปริญญาตรี
