กัมพูชาแต่เดิมเคยตกเป็นอาณานิคมของประเทศฝรั่งเศสตั้งแต่ปี พ.ศ. 2406 ต่อมาได้มีการเรียกร้องเอกราชคืนจากฝรั่งเศสในปี พ.ศ. 2490 ซี่งในขณะนั้น ฝรั่งเศสกำลังเป็นฝ่ายเสียเปรียบในสงครามกับเวียดนาม จึงได้ตกลงให้เอกราชแก่กัมพูชา และในเดือนกุมภาพันธ์ พ.ศ. 2497 กัมพูชาจึงได้รับเอกราชอย่างสมบูรณ์ตามข้อตกลงในสนธิสัญญาเจนีวาพร้อมกับลาว และเวียดนาม
