เนื่องในวโรกาสที่พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ ๔) พระราชสมภาพครบ ๒๐๐ ปี (๑๘ ตุลาคม ๒๕๔๗) ทางคณะสงฆ์ มีมติให้สร้างวัดเฉลิมพระเกียรติ แด่พระองค์ท่าน ๒ แห่ง เพื่อน้อมรำลึกถึงพระมหากรุณาธิคุณอันใหญ่หลวงของพระองค์ท่าน ที่มีต่อปวงชนชาวไทย คือ วัดพระมหาธาตุ กรุงเทพฯ และวัดพระจอมเกล้าราชานุสรณ์ (เฉลิมพระเกียรติ ครบ ๒๐๐ ปี) ต.วิเชตนคร อ.แจ้ห่ม จ.ลำปาง ดำเนินการโดย พระเทพวิสุทธิญาณ (หลวงพ่อไพบูลย์ สุมังคโล) เจ้าอาวาส วัดอนาลโยทิพยาราม (ดอยบุษราคัม) ต.สันป่าม่วง อ.เมือง จ.พะเยา
หลวงพ่อไพบูลย์ สุมังคโล วัย ๗๕ พรรษา เป็นพระที่มีเมตตาจิตสูง ในอดีตท่านพัฒนาสร้างวัดแห่งแรก คือ วัดรัตนวราราม ต่อมาเป็นวัดอนาลโย ตามชื่อหลวงปู่ขาว อนาลโย ที่พุทธบริษัทเคารพนับถือ ปัจจุบันท่านพัฒนาสร้างวัดพระจอมเกล้าราชานุสรณ์ (เฉลิมพระเกียรติ ครบ ๒๐๐ ปี) ต.วิเชตนคร อ.แจ้ห่ม จ.ลำปาง มีพระครูสังวรณ์ สีระคุณ (ครูบาคำปอน) เป็นเจ้าอาวาส
