โลกใต้น้ำเป็นอีกหนึ่งทางเลือกหนึ่งของเศรษฐกิจการท่องเที่ยวในประเทศไทย อีกทั้งยังมีสัตว์น้ำที่น่าสนใจและสวยงามอีกมากมาย แต่ยังขาดการอนุรักษ์และเพาะพันธุ์สัตว์น้ำให้เพิ่มขึ้น ขาดความรู้ความเข้าใจในวิธีการอนุรักษ์พันธุ์สัตว์น้ำในท้องถิ่น จึงควรมีสถานแสดงพันธุ์สัตว์น้ำภายในท้องถิ่นของภาคตะวันออกเฉียงเหนือ เพื่อเป็นแหล่งอนุรักษ์เพาะพันธุ์สัตว์น้ำในท้องถิ่น รวมถึงเป็นแหล่งเรียนรู้ให้ข้อมูลเพิ่มเติมแก่ผู้ที่สนใจ จะเกิดประโยชน์แก่เศรษฐกิจและคนภายในท้องถิ่นนั้น
วิทยานิพนธ์นี้ได้ศึกษาเบื้องต้นเกี่ยวกับพฤติกรรมของผู้ใช้สอยโครงการ วิธีการและรูปแบบในการจัดแสดงทั้งส่วนจัดแสดงส่วนเนื้อหาและส่วนจัดแสดงพันธุ์สัตว์น้ำ ระบบอุปกรณ์เฉพาะทางของการเลี้ยงสัตว์น้ำที่มีความแตกต่างกันตามชนิดพันธุ์ ข้อมูลของสัตว์น้ำเพื่อให้ความรู้แก่ผู้เข้าชม คำนึงถึงลักษณะภูมิประเทศ ภูมิอากาศ แล้วจึงนำมาวิเคราะห์หาข้อมูลในการออกแบบด้านแนวความคิด พื้นที่ใช้สอยภายในโครงการ เพื่อหาแนวทางในการออกแบบอาคารพิพิธภัณฑ์สัตว์น้ำ
รูปแบบโครงการพิพิธภัณฑ์สัตว์น้ำ จังหวัดหนองคายมีรายละเอียดโดยคร่าว ดังนี้
ก. ลักษณะโครงการเป็นอาคารประเภทพิพิธภัณฑ์แต่เน้นการจัดแสดงพันธุ์สัตว์น้ำ โดยมีองค์ประกอบหลักๆคือ ส่วนให้บริการ ส่วนจัดแสดงพันธุ์สัตว์น้ำ ส่วนจัดแสดงเนื้อหาและให้ความรู้ ส่วนสนับสนุนโครงการ ซึ่งรวมพื้นที่ใช้สอยทั้งหมดประมาณ ๓,๕๐๐ ตารางเมตร
ข. ที่ตั้งโครงการเป็นสถานีรถไฟเก่า จังหวัดหนองคาย ติดกับสวนสาธารณะหนองถิ่น มีพื้นที่ในโครงการทั้งหมด ๙๙ ไร่ แต่แบ่งออกเป็น ๘ โครงการ ซึ่งมีจุดเด่นอยู่ที่โครงการพิพิธภัณฑ์สัตว์น้ำ เนื่องจากต้องการสร้างสถานที่อนุรักษ์ระบบนิเวศน์ขึ้นมาแทนสถานที่รกร้างและไม่เกิดประโยชน์ของสถานีรถไฟเก่า
ค. แนวความคิดหลักในการออกแบบเป็นการนำเอาระบบนิเวศของป่าริมแม่น้ำโขงผสมผสานกับความเชื่อที่โดดเด่นของคนหนองคายนำมารวมกันให้มีเรื่องราวบรรยากาศที่ต่อเนื่องกัน
ง. ทางสัญจรภายในโครงการจะเป็นการเริ่มต้นจากชั้น ๒ แล้วค่อยๆเดินลงชั้น ๑ เปรียบเสมือนการเดินจากบนพื้นดินลงไปใต้น้ำทีละน้อย ข้างทางจะเจอเรื่องราวของการจัดแสดงพันธุ์สัตว์น้ำโดยแยกเป็นประเภทของพันธุ์ปลาที่ไล่จากบนผิวน้ำถึงใต้น้ำ
