เมื่อเวลา 08:30 น. วันที่ 17 กุมภาพันธ์ พ.ศ. 2557 นายอิทธิพล คุณปลื้ม นายกเมืองพัทยา เป็นประธานในพิธีเปิดโครงการจัดทำแผนสุขภาพชุมชนเมืองพัทยา ประจำปี 2557 พร้อมด้วยนางสุภาภรณ์ เชิดชัยภูมิ ผู้อำนวยการสำนักการสาธารณสุข เมืองพัทยา ท่ามกลางประชาชนจาก 13 ชุมชนเข้าร่วมประชุมอย่างพร้อมเพียง ที่ ห้องประชุมทัพพระยา ศาลาว่าการเมืองพัทยา ตามที่เมืองพัทยา โดยสำนักสาธารณสุข เมืองพัทยา ร่วมกับสำนักงานหลักประกันสุขภาพแห่งชาติ จัดตั้งกองทุนหลักประกันสุขภาพเมืองพัทยาขึ้น เพื่อให้ประชาชนในพื้นที่สามารถเข้าถึงบริการสาธารณสุขได้อย่างทั่วถึง และมีประสิทธิภาพในด้านการส่งเสริมสุขภาพ การป้องกันโรค การฟื้นฟูสมรรถภาพ การรักษาพยาบาลระดับปฐมภูมิที่จำเป็นต่อสุขภาพ และการดำรงชีวิต ในกลุ่มเป้าหมายหลัก 5 กลุ่ม ประกอบด้วย กลุ่มแม่ และเด็ก กลุ่มผู้สูงอายุ กลุ่มผู้พิการ กลุ่มผู้ประกอบอาชีพที่มีความเสี่ยง และกลุ่มผู้ป่วยเรื้อรังที่อาศัยอยู่ในพื้นที่ อันเป็นการมุ่งหวังให้ประชาชนดำเนินการจัดทำแผนงานเดินหน้างานตามโครงการข้างต้น ซึ่งจำเป็นต้องมีแผนสุขภาพชุมชนเป็นข้อมูลสนับสนุน เพื่อใช้เป็นเครื่องมือในการบริการจัดการกองทุนฯ ซึ่งจะส่งผลให้เกิดการพัฒนาด้านสาธารณสุขที่ดีแก่ประชาชนในอนาคต

ด้านนายอิทธิพล คุณปลื้ม นายกเมืองพัทยา เผยว่า “ เพื่อให้การบริหารจัดการกองทุนหลักประกันสุขภาพเมืองพัทยา บรรลุวัตถุประสงค์จึงต้องมีการจัดทำระบบข้อมูล มีการจัดทำแผนงานที่จะใช้เป้นแนวทางในการแก้ไขปัญหา และกำหนดทิศทางการดำเนินงานในการขอสนับสนุนงบประมาณจากกองทุนดังกล่าวที่สำนักงานหลักประกันสุขภาพแห่งชาติได้จัดสรรลงมา ประกอบกับเมืองพัทยาอนุมัติเงินสนับสนุนอีกส่วนหนึ่งตามข้อกำหนดของกองทุนดังกล่าว แผนสุขภาพชุมชนที่เราจัดทำขึ้นนี้เป้นแผนงานระยะแรกที่เราจะต้องทำ เพื่อให้เกิดการเปลี่ยนแปลง และการพัฒนาทางด้านสาธารณสุข ซึ่งในระยะต่อไปเราจะต้องมีการพัฒนาแนวทางในการดำเนินงานเป็นแผนยุทธศาสตร์ที่จะใช้แก้ไขปัญหาได้อย่างยั่งยืนและแท้เจริงมาใช้เป็นเครื่องมือในการจัดการบริหารกองทุนอย่างถาวร อันเป็นสิ่งที่เราตั้งใจ และมุ่งมั่นให้ประชาชนมีสุขภาวะ มีชีวิตความเป็นอยู่ที่ดี ซึ่งเป็นความรับผิดชอบของเมืองพัทยาที่จะทำให้เกิดขึ้น ”
