บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาศักยภาพ สภาพปัญหา และความต้องการของประชาชน และเพื่อจัดลำดับความสำคัญของปัญหาและความต้องการของประชาชน ในเทศบาลตำบลเสลภูมิ เก็บข้อมูลโดยใช้แบบสัมภาษณ์และสนทนากลุ่ม (Focus group) กับกลุ่มผู้ให้ข้อมูลจำนวน 365 คน ใช้วิธีการคัดเลือกแบบเจาะจง (Purposive sampling) เป็นผู้มีส่วนได้เสีย 5 ภาค ได้แก่ ตัวแทนผู้นำชุมชน ตัวแทนท้องถิ่น ตัวแทนธุรกิจเอกชน ตัวแทนองค์กรชุมชนและตัวแทนภาคประชาชนของเทศบาลตำบลเสลภูมิ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าความถี่ ร้อยละ และจัดลำดับความสำคัญ และการวิเคราะห์เชิงเนื้อหา (Content Analysis)

ผลการวิจัย พบว่า ศักยภาพของส่วนใหญ่หน่วยงานราชการและหน่วยงานท้องถิ่นเป็นหน่วยงานที่มีประสิทธิภาพและมีประสิทธิผล แต่ยังมีเพียงบางส่วนเพียงเล็กน้อยที่ต้องปรับปรุงและแก้ไข ปัญหาด้านกระบวนการรับบริการและประสิทธิภาพการให้บริการจากหน่วยงานราชการหรือหน่วยงานท้องถิ่น มีปัญหาด้านการขาดประสิทธิภาพและประสิทธิผลในการปฏิบัติงาน (ร้อยละ 97.7) ขาดการวัดและการประเมินผลการปฏิบัติงานของหน่วยงานราชการ รวมทั้งขาดการวัดและการประเมินผลการปฏิบัติงานของบุคลากร เจ้าหน้าที่ของหน่วยงานราชการอย่างถูกต้อง (ร้อยละ 34.1) และ การติดต่องานราชการ การพูดคุยหยอกล้อกันระหว่างเจ้าหน้าที่ การด่าทอประชาชน การทานขนมและผลไม้ระหว่างให้บริการ (ร้อยละ 34.1) ส่วนด้านความต้องการ พบว่า ประชาชนมีความเท่าเทียมและเสมอภาคกันในการให้บริการ (ร้อยละ 64.1) เปิดโอกาสให้ประชาชนได้มีส่วนร่วมในการแสดงความคิดเห็นต่อการปฏิบัติงาน (ร้อยละ 45.5) ควรมีการติดป้ายประชาสัมพันธ์กระบวนการขั้นตอนการดำเนินงานให้มีความชัดเจน (ร้อยละ 45.5)
