กรณีที่ 2
ซื้อหรือจองรถยนต์ตั้งแต่วันที่ 30 กรกฎาคม 2555 – 31 ธันวาคม 2555 และรับมอบรถยนต์หรือจดทะเบียนไม่ทันภายในวันที่ 31 ธันวาคม 2555 มีขั้นตอนดังนี้
1.สำเนาบัตรประจำตัวประชาชน (ผู้มีสัญชาติไทย)
2.สำเนาทะเบียนบ้าน
3.ใบเสร็จรับเงิน ,สำเนาหนังสือสัญญาเช่าซื้อ (ถ้ามี)
4.ใบจองรถยนต์ (ชื่อผู้ซื้อที่ระบุไว้ในใบจองรถยนต์ตั้งแต่วันที่ 30 กรกฎาคม 2555 จนถึงวันที่ 31 ธันวาคม 2555 จะต้องเป็นบุคคลเดียวกันกับผู้ซื้อรถยนต์ที่ยื่นขอใช้สิทธิ์ฯ)
5.สำเนาบัญชีเงินฝากธนาคารของผู้ขอใช้สิทธิ์ฯ (แต่เพียงผู้เดียวและต้องเป็นธนาคารพาณิชย์ภายในประเทศเท่านั้น)
บัญชีที่ใช้ได้ ได้แก่ บัญชีออมทรัพย์, บัญชีสะสมทรัพย์, บัญชีเผื่อเรียก และบัญชีกระแสรายวัน
บัญชีที่ใช้ไม่ได้ ได้แก่ บัญชีเงินฝากประจำ, บัญชีออมทรัพย์พิเศษ, บัญชีสะสมทรัพย์พิเศษ, บัญชีเผื่อเรียกพิเศษ และบัญชีสหกรณ์ออมทรัพย์ จำกัด
6.แบบฟอร์มการขอคืนภาษีที่ยื่นในเว็บไซต์กรมสรรพสามิต
7.ใบมอบอำนาจ (กรณีไปยื่นแทนบุคคลอื่น)
ทั้งนี้ นอกจากเอกสารข้างต้นแล้ว ผู้ขอสิทธิ์คืนภาษีรถยนต์ในกรณีที่ 2 จะต้องนำเอกสารดังต่อไปนี้ มายื่นเพิ่มเติมภายในระยะเวลา 90 วัน นับตั้งแต่จากวันรับมอบรถยนต์ด้วย คือ
1.หนังสือยินยอมสละสิทธิ์การโอนรถยนต์ใหม่คันแรก
2.สำเนาหลักฐานการซื้อขายรถยนต์
2.1 กรณีการซื้อด้วยเงินสด
- สำเนาใบเสร็จรับเงิน หรือ สำเนาสัญญาซื้อขาย
- สำเนาเอกสารการรับมอบรถยนต์
2.2 กรณีเช่าซื้อ
- สำเนาใบเสร็จรับเงิน
- สำเนาเอกสารการรับมอบรถยนต์
- สำเนาหนังสือสัญญาเช่าซื้อ

3.สำเนาคู่มือจดทะเบียน
หลังจากตรวจทานเอกสารจนครบแล้ว ขั้นตอนต่อไปก็คือ การยื่นเอกสารเพื่อทำเรื่องขอคืนภาษี ซึ่งสำหรับการยื่นเอกสารภาษีรถคันแรกนั้น ปัจจุบัน กรมสรรพสามิตได้อำนวยความสะดวกให้แก่ประชาชน โดยเปิดให้ยื่นได้ 2 ช่องทาง คือ
1. นำเอกสารไปยื่นที่ สำนักงานสรรพสามิตพื้นที่ / พื้นที่สาขา หรือ ยื่นที่ อาคารหอประชุม / อาคารสโมสร กรมสรรพสามิต โดยตั้งแต่วันที่ 11 ธันวาคมนี้เป็นต้นไป สามารถยื่นแบบฟอร์มได้ ในเวลา 17.00-20.00 น. วันจันทร์ – ศุกร์ พร้อมกันนี้ในช่วงวันหยุดยาวช่วงปีใหม่ วันเสาร์ – อาทิตย์ – จันทร์ ที่ 29-31 ธันวาคม 2555 ทางกรมสรรพสามิตจะเปิดให้ผู้ซื้อรถสามารถเข้าไปยื่นเอกสารได้ตามปกติ
2. ยื่นเอกสารผ่าน https://firstcar.excise.go.th โดยผู้ที่ต้องการยื่นเอกสารผ่านช่องทางนี้จำเป็นที่จะต้องทำการลงทะเบียนกับเว็บไซต์เสียก่อน
