เฉลิมชัย โฆษิตพิพัฒน์ (เกิด 15 กุมภาพันธ์ พ.ศ. 2498) เป็นจิตรกรไทยมีผลงานจิตรกรรมไทยหลายผลงาน เช่น ภาพจิตรกรรมไทยในอุโบสถวัดพุทธประทีป กรุงลอนดอน ประเทศอังกฤษ, เขียนภาพประกอบบทพระราชนิพนธ์ พระมหาชนก และผลงานศิลปะที่ วัดร่องขุ่น ซึ่งมีทั้งงานสถาปัตถยกรรม, ประติมากรรมปูนปั้น และงานจิตรกรรมไทย ได้รับการยกย่องขึ้นเป็น ศิลปินแห่งชาติ สาขาทัศนศิลป์ (จิตรกรรม) ในปี พ.ศ. 2554
ผลงาน
เฉลิมชัยจัดแสดงผลงานเดี่ยว และร่วมแสดงผลงานในนิทรรศการสำคัญต่าง ๆ ทั้งในและต่างประเทศ ตั้งแต่ พ.ศ. 2520 จนถึงปัจจุบัน
• พ.ศ. 2523 เป็นประธานก่อตั้งกลุ่ม "ศิลปไทย 23" เพื่อต้านอิทธิพลศิลปะจากยุโรป อเมริกา
• พ.ศ. 2527 เริ่มโครงการจิตรกรรมฝาผนังวัดพุทธประทีป กรุงลอนดอน ประเทศอังกฤษ และเดินทางไปเขียนภาพจิตรกรรมฝาผนังวัดพุทธปทีป โดยไม่คิดค่าจ้าง
• พ.ศ. 2539 เริ่มดำเนินการออกแบบก่อสร้างอุโบสถ วัดร่องขุ่น จังหวัดเชียงรายบ้านเกิดของตนถวายเป็นพุทธบูชาจนถึงปัจจุบัน

• พ.ศ. 2522 - รางวัลที่ 2 เหรียญเงิน จากการประกวดจิตรกรรมบัวหลวง ครั้งที่ 4 ของธนาคารกรุงเทพ
• พ.ศ. 2536 - ได้รับเครื่องหมายเกียรติคุณบุคคลตัวอย่างผู้สร้างเสริมงานวัฒนธรรมด้านจิตรกรรม จาก สำนักงานคณะกรรมการวัฒนธรรมแห่งชาติ
• พ.ศ. 2537 - ได้รับโล่เชิดชูเกียรติ "เพชรสยาม" (สาขาจิตรกรรม) จากสถาบันราชภัฎจันทรเกษม
• พ.ศ. 2538 - ได้รับพระมหากรุณาธิคุณโปรดเกล้าฯ จากพระบาทสมเด็จพระเจ้าอยู่หัว ให้เขียนภาพประกอบ บทพระราชนิพนธ์ "พระมหาชนก" และออกแบบเหรียญพระราชทานคณะแพทย์
• พ.ศ. 2543 - ที่ปรึกษากรมศิลปากร งานเขียนภาพจิตรกรรมฝาผนังพระพุทธรัตนสถานในพระบรมมหาราชวัง
• พ.ศ. 2554 - ศิลปินแห่งชาติ สาขาทัศนศิลป์ (จิตรกรรม) ประจำปี 2554
