1. หลักการและเหตุผล
จากนโยบายสำคัญของรัฐบาลภายใต้การนำของ พันตำรวจโท ทักษิณ ชินวัตร นายกรัฐมนตรี ที่ได้แถลงต่อรัฐบาล เมื่อวันพุธที่ 23 มีนาคม 2548 จะพบว่ามีนโยบายเกี่ยวกับการสร้างให้ชุมชนเข้มแข็งอยู่ในเกือบทุกนโยบาย เช่น
นโยบายการแก้ปัญหาความยากจน เน้นการขยายโอกาสในหลายด้านและการขยายโอกาสในการสร้างองค์ความรู้ในชุมชน เป็นเรื่องที่ต้องดำเนินการด้วย เพื่อให้ชุมชนมีความเข้มแข็งเป็นพลังสำคัญในการต่อสู้ความยากจน
นโยบายพัฒนาคนและสังคม รัฐบาลจะสร้างสังคมแห่งการเรียนรู้ตลอดชีวิต โดยพัฒนาให้มีความรู้และจริยธรรม ส่งเสริมนิสัยรักการอ่านหนังสือตั้งแต่เด็กจนตลอดชีวิต เพื่อรองรับสังคมเศรษฐกิจบนฐานความรู้ พัฒนาทักษะและการเรียนรู้เทคโนโลยีใหม่ๆในช่วงวัยทำงานอย่างเป็นระบบ ต้องเร่งสร้างสภาพแวดล้อมที่เอื้ออำนวยต่อการเรียนรู้ในระบบและนอกระบบ รัฐบาลจะร่วมมือกับทุกฝ่ายเพื่อสร้างแหล่งบริการองค์ความรู้ให้กระจายทั่วทุกภูมิภาคของประเทศอย่างสอดคล้องกับ
ลักษณะเฉพาะของท้องถิ่น
นโยบายบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม รัฐบาลจะกำหนดวิธีการบริหารจัดการทรัพยากรของรัฐและเอกชนภายใต้การมีส่วนร่วมของเอกชนและชุมชนในท้องถิ่น

จากนโยบายดังกล่าวมาแล้วนี้ จะเห็นว่ารัฐบาลให้ความสำคัญต่อการสร้างความเข้มแข็งของชุมชน ให้ท้องถิ่นพึ่งพาตนเองได้ ตัดสินใจในภาระกิจต่างๆของท้องถิ่นได้อย่างเหมาะสม ซึ่งการที่จะทำให้นโยบายเหล่านี้ประสบผลสำเร็จ ปัจจัยสำคัญคือประชาชนต้องมีความรู้ความเข้าใจในเรื่องต่างๆพอสมควร ดังนั้นต้องกำหนดแนวทางในการส่งเสริมให้ประชาชนได้มีความรู้ความเข้าใจในเรื่องต่างๆอย่างถูกต้องและเพียงพอ จึงจะสามารถมีส่วนร่วมในการพัฒนาท้องถิ่น และมีส่วนร่วมสนับสนุนการทำงานของภาครัฐ เพื่อให้ประชาชนมีคุณภาพชีวิตที่ดีขึ้นตามลำดับ การสร้างโอกาสในการเข้าถึงแหล่งความรู้ มีโอกาสได้เรียนรู้ การเข้าถึงเทคโนโลยี รู้เท่าทันเทคโนโลยี และใช้ประโยชน์จากเทคโนโลยีสารสนเทศได้อย่างมี
ประสิทธิภาพเป็นเรื่องจำเป็น จึงต้องมีแหล่งการเรียนรู้หรือห้องสมุดที่มีความพร้อมในการให้บริการค้นหาและศึกษาอย่างทั่วถึงและใกล้ตัว ใช้บริการได้อย่างสะดวกและรวดเร็ว ห้องสมุดชุมชนเป็นแหล่งความรู้ที่สำคัญประการหนึ่งที่จะตอบสนองการเรียนรู้ การค้นหาองค์ความรู้ต่างๆได้อย่างรวดเร็ว ทันใจ ทันเหตุการณ์ และเกิดการเรียนรู้ตลอดชีวิต จึงควรส่งเสริมให้มีห้องสมุดชุมชนไว้บริการเยาวชนและประชาชนอย่างทั่วถึงให้มากที่สุด
ด้วยเหตุผลและความจำเป็นดังกล่าวนี้ องค์การบริหารส่วนตำบลจึงได้กำหนดโครงการที่จะก่อตั้งห้องสมุดชุมชนขึ้นในชุมชนในเขตความรับผิดชอบขององค์การบริหารส่วนตำบล

3. เป้าหมายของโครงการ
3.1 สร้างอาคารห้องสมุดชั้นเดียว เป็นอาคารคอนกรีตเสริมเหล็ก พื้นปูกระเบื้องเซรามิค หลังคากระเบื้องซีแพค
มีพื้นที่ใช้สอย 36 ตารางเมตร พร้อมชั้นเก็บหนังสือและตู้เก็บสื่อต่างๆพร้อม จำนวน 1 หลัง
3.2 จัดหาสื่อประเภทหนังสือและสื่ออิเล็กทรอนิกส์ไว้บริการในห้องสมุด จำนวน 1 ชุด
3.3 จัดหาคอมพิวเตอร์พร้อมอุปกรณ์ต่อพ่วงไว้ประจำห้องสมุด จำนวน 1 ชุด
3.4 จัดหาโทรทัศน์ขนาด 25 นิ้ว ไว้ประจำห้องสมุด จำนวน 1 เครื่อง
3.5 จัดหาเครื่องเล่นดีวีดี พร้อมลำโพง ไว้ประจำห้องสมุด จำนวน 1 ชุด

4. ลักษณะของโครงการ
เป็นโครงการสนับสนุนชุมชนเข้มแข็ง โดยความร่วมมือของสมาชิกสภาผู้แทนราษฎรในจังหวัด

5. วิธีดำเนินการ
5.1 นำเสนอโครงการเพื่อขอความเห็นชอบจากสภาหรือผู้บริหารองค์การบริหารส่วนตำบล
5.2 นำเสนอโครงการเพื่อของบประมาณสนับสนุนจากกรมส่งเสริมการปกครองท้องถิ่น
5.3 ดำเนินการจัดซื้อจัดจ้างตามรายละเอียดของโครงการ ทั้งในส่วนของอาคารและวัสดุต่างๆที่จะให้บริการตาม

5.4 ดำเนินการจัดสื่อต่างๆที่จัดหามาไว้ประจำห้องสมุดและจัดเจ้าหน้าที่ไว้บริการประจำห้องสมุด
5.5 ประเมินผลการใช้ห้องสมุดจากการสอบถามผู้ใช้บริการและสถิติผู้เข้าใช้บริการ

6. งบประมาณในการดำเนินการ
ใช้งบประมาณปี 2548 ที่ได้รับการอุดหนุนจากกรมส่งเสริมการปกครองท้องถิ่น จำนวนทั้งสิ้น 1,000,000 บาท โดยแยกเป็นค่าใช้จ่ายดังนี้
6.1 ค่าก่อสร้างอาคารคอนกรีตเสริมเหล็ก ขนาด 8  6 เมตร พื้นที่ใช้สอย 36 ตารางเมตร พื้นปูกระเบื้องเซรามิก
หลังคาโครงเหล็กมุงด้วยกระเบื้องซีแพค ประตูกระจกอลูมิเนียม 1 บาน หน้าต่างบานเลื่อนกระจกกรอบ
