ความเป็นมา
เมื่อวันที่ 11 กุมภาพันธ์ 2538 สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้เสด็จเยี่ยมราษฎรและทอดพระเนตรบ่อเกลือสินเธาว์ ณ บ้านบ่อหลวง อำเภอบ่อเกลือ จังหวัดน่าน
ทรงเห็นสภาพความเป็นอยู่ของราษฎรที่มีความด้อยโอกาสทั้งทางด้านเศรษฐกิจ และสังคม จึงมีพระราชดำริให้สำนักงานโครงการส่วนพระองค์ฯ ดำเนินการช่วยเหลือการพัฒนาในพื้นที่อำเภอบ่อเกลือ โดยเริ่มพัฒนาที่โรงเรียนประถมศึกษาก่อนเป็นอันดับแรก แล้วจึงขยายไปยังศูนย์การเรียนชุมชนชาวไทยภูเขา “แม่ฟ้าหลวง” ประกอบด้วย 4 โครงการ ได้แก่
1. โครงการเกษตรเพื่ออาหารกลางวัน
2. โครงการควบคุมโรคขาดสารไอโอดีน
3. โครงการส่งเสริมสหกรณ์
4. โครงการอนุรักษ์ทรัพยากรธรรมชาติ
สมเด็จพระเทพรัตน ราชสุดาฯ สยามบรมราชกุมารี ทรงโปรดฯ ให้จัดตั้งศูนย์ภูฟ้าพัฒนาขึ้น เมื่อครั้งเสด็จเยี่ยมราษฎรพื้นที่อำเภอบ่อเกลือ ในวันที่ 30 พฤศจิกายน 2542 เพื่อใช้เป็นต้นแบบการพัฒนาและถ่ายทอดความรู้การพัฒนาไปสู่ราษฎร ในพื้นที่เป้าหมายท้องที่อำเภอบ่อเกลือ และอำเภอเฉลิมพระเกียรติ ตามพระราชปณิธานของพระองค์ โดยมีวัตถุประสงค์ 5 ประการ ดังนี้
1. เพื่อการพัฒนาคุณภาพชีวิตราษฎรบนพื้นที่สูง และใช้เป็นต้นแบบในการพัฒนาต่อไป
2. เพื่อการส่งเสริมอาชีพที่เหมาะสมกับศักยภาพของราษฎร และพื้นที่บนที่สูง
3. เพื่อเป็นศูนย์รวบรวมและพัฒนาผลิตภัณฑ์ให้สอดคล้องด้านการตลาด
4. เพื่อการท่องเที่ยวเชิงอนุรักษ์ ศึกษาธรรมชาติ และวัฒนธรรมท้องถิ่น
5. เพื่อการศึกษาวิจัยถ่ายทอดความรู้การพัฒนาและการจัดการทรัพยากรธรรมชาติที่ยั่งยืน

เดิมโครงการพัฒนาเพื่อความมั่นคงพื้นที่ลุ่มน้ำน่าน อันเนื่องมาจากพระราชดำริ พื้นที่ที่ 9 (พมพ.9) บ้านสบมาง – นาบง (กรมป่าไม้เดิม) ได้เข้ามาดำเนินการจัดที่ทำกิน ส่งเสริมและพัฒนาพื้นที่อยู่แล้ว ครั้ง มีการจัดตั้ง “ศูนย์ภูฟ้าพัฒนาจังหวัดน่าน” ขึ้น ในปี พ.ศ. 2542
กรมป่าไม้จึงได้จัดทำโครงการสนับสนุนการดำเนินงานของศูนย์ภูฟ้าพัฒนาฯ โดยอยู่ในความรับผิดชอบของหัวหน้าโครงการ พมพ.9 อีกหน้าที่หนึ่ง ตามพระราชบัญญัติปรับปรุงกระทรวง ทบวง กรม พ.ศ. 2545 และเมื่อวันที่ 19 พฤษภาคม 2546 คณะรัฐมนตรีได้มีมติ ให้โอนกรมป่าไม้ กระทรวงเกษตรและสหกรณ์ ไปสังกัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม และได้ประกาศใช้บังคับตามพระราชกฤษฎีกาโอนกรมป่าไม้ กระทรวงเกษตรและสหกรณ์ ไปเป็นกรมป่าไม้ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม และปรับปรุงอำนาจหน้าที่และกิจการของกรมทรัพยากรทางทะเลและชายฝั่ง กรมป่าไม้ และกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม พ.ศ. 2546 มีผลให้กิจกรรมโครงการอันเนื่องมาจากพระราชดำริย้ายไปสังกัดกรมอุทยานแห่ง ชาติ สัตว์ป่า และพันธุ์พืช ต่อมา ในปี พ.ศ. 2547 กรมป่าไม้ได้จัดทำแผน “โครงการศูนย์ภูฟ้าพัฒนาจังหวัดน่าน” ใหม่อีกครั้ง เพื่อสนับสนุนการดำเนินงานของศูนย์ภูฟ้าพัฒนาตามพระราชดำริ สนองพระราชดำริด้านการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม ส่งเสริมและพัฒนาอาชีพที่เกี่ยวเนื่องกับการเพิ่มมูลค่าทรัพยากร ธรรมชาติที่เหมาะสมกับศักยภาพชุมชน โดยมีนายประกิต วงศ์ศรีวัฒนกุล เป็นหัวหน้าโครงการฯ คนแรก
