การศึกษาครั้งนี้เพื่อศึกษาบทบาทและภารกิจของลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตยรวมทั้งปัญหาอุปสรรค และแนวทางการพัฒนาในการดำเนินงาน ตามบทบาทและภารกิจของลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย ในการส่งเสริมการเลือกตั้งที่สุจริตและเที่ยงธรรม กลุ่มตัวอย่างประกอบด้วยผู้บังคับบัญชาลูกเสือ สโมสรลูกเสือจังหวัดเชียงใหม่ ลูกเสืออาสา กกต. และพนักงานของ สนง.กกต.จว.เชียงใหม่ จำนวนทั้งสิ้น 497 คนเครื่องมือที่ใช้เป็นแบบสอบถามมีลักษณะเป็นแบบเลือกตอบ และแบบปลายปิด การวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ร้อยและการสรุปประเด็นที่สำคัญๆแล้วนำเสนอในรูปตารางประกอบบรรยาย
ผลการศึกษามีดังนี้
1. กลุ่มตัวอย่างส่วนใหญ่เป็นเพศชาย มีอายุ 46-55 ปี มีการศึกษาระดับปริญญาตรี และเป็นผู้บังคับบัญชาลูกเสือมากที่สุด รวมทั้ง ได้เข้ารับการฝึกอบรมผู้บังคับบัญชาลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย ณ ค่ายลูกเสือวชิราวุธ อำเภอศรีราชา จังหวัดชลบุรี และเป็นผู้บังคับบัญชาลูกเสืออาสา กกต. มาแล้วจนถึงปัจจุบัน เป็นเวลา 1-3 ปี
2. ลูกเสืออาสา กกต. ส่วนใหญ่เป็นเพศชาย มีอายุ 14 ปี กำลังศึกษาเล่าเรียนอยู่ชั้นมัธยมศึกษาปีที่ 3 และเป็นลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย เป็นระเวลา 1 ปี
3. ผู้บังคับบัญชาลูกเสือในฐานะที่เป็นผู้ฝึกอบรมลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย ได้ฝึกอบรมให้ลูกเสืออาสา กกต. มีความรู้เรื่องบทบาทหน้าที่และภารกิจของลูกเสืออาสา กกต. โดยเน้นให้ความรู้ในเรื่องการส่งเสริมรณรงค์เผยแพร่ความรู้เกี่ยวกับประชาธิปไตย การรณรงค์ประชาสัมพันธ์การเลือกตั้ง การบริการช่วยเหลือในการเลือกตั้ง และการสร้างเครือข่าย ตามลำดับ
4. ลูกเสืออาสา กกต. ให้ความสำคัญในเรื่องการบริการช่วยเหลือในการเลือกตั้งมากที่สุด รองลงมา คือการรณรงค์ประชาสัมพันธ์การเลือกตั้ง และการส่งเสริมรณรงค์เผยแพร่ความรู้เกี่ยวกับประชาธิปไตยตามลำดับ
5. การปฏิบัติภารกิจเผยแพร่ความรู้ประชาธิปไตยของลูกเสืออาสา กกต. ผู้บังคับบัญชาลูกเสือ และ ลูกเสืออาสา กกต. มีความเห็นสอดคล้องกันว่า ลูกเสืออาสา กกต. ส่วนใหญ่ได้เผยแพร่ความรู้แก่เพื่อนนักเรียนกัน บุคคลในครอบครัวและญาติ และประชาชน ตามลำดับ
6. การรณรงค์ประชาสัมพันธ์การเลือกตั้งนั้น ลูกเสืออาสา กกต. ส่วนใหญ่ได้รณรงค์ประชาสัมพันธ์การเลือกตั้งระดับชาติมากกว่าระดับท้องถิ่น โดยการแจกแผ่นพับ ใบปลิว รวมทั้งให้เดินรณรงค์การเลือกตั้ง โดยการเคาะประตูบ้าน แจ้งผู้ปกครองและเพื่อนบ้านให้ออกไปใช้สิทธิเลือกตั้ง ส่วนที่ ลูกเสืออาสา กกต. ปฏิบัติน้อยที่สุดคือ การออกเสียงตามสาย การจัดทำป้ายประชาสัมพันธ์ และการช่วยครูเผยแพร่ประชาสัมพันธ์

8. การสร้างเครือข่ายลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย ผู้บังคับบัญชาพบเห็นลูกเสืออาสา กกต. ส่วนใหญ่ได้ให้ความรู้เกี่ยวกับประชาธิปไตยและการเลือกตั้งแก่เพื่อนของตน โดยชักชวนให้ร่วมเดินการรณรงค์ประชาสัมพันธ์การเลือกตั้ง และชักชวนเพื่อนให้เข้าร่วมฝึกอบรมในโครงการลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตยเหมือนตนเอง
9. ปัญหาและอุปสรรคในการเผยแพร่ความรู้ประชาธิปไตยของลูกเสืออาสา กกต. ในการรณรงค์ประชาสัมพันธ์การเลือกตั้ง การอำนวยความสะดวกประชาชนในวันเลือกตั้ง และการสร้างเครือข่ายลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตย คือลูกเสืออาสา กกต. ขาดความเชื่อมั่นใจในตนเอง ไม่กล้าแสดงออกไม่มีความรู้พอที่จะปฏิบัติงานได้ กรรมการประจำหน่วยเลือกตั้งไม่ให้โอกาส และไม่ให้ความสำคัญ กับลูกเสืออาสา กกต. จึงทำให้ลูกเสือไม่สามารถปฏิบัติหน้าที่ได้เต็มที่
ข้อเสนอแนะ
1.โครงการลูกเสืออาสา กกต. เพื่อพัฒนาประชาธิปไตยเป็นโครงการต่อเนื่อง ควรขยายจากชั้นมัธยมศึกษาตอนต้น ไปสู่ชั้นมัธยมศึกษาตอนปลาย โดยเฉพาะสภานักเรียน และระดับมหาวิทยาลัยในกลุ่มเยาวชน รวมทั้งนักศึกษา กศน. ที่มีทุกตำบลของประเทศไทย
2. ควรฝึกอบรมลูกเสืออาสา กกต. ให้มีความรู้ในเรื่องประชาธิปไตยและการเลือกตั้งอย่างสม่ำเสมอรวมทั้งเรียนรู้ในบทบาทหน้าที่ของต้นเอง และฝึกปฏิบัติภารกิจให้มากขึ้น โดยเฉพาะเทคนิคและวิธีการสร้างเครือข่ายที่สามารถปฏิบัติได้อย่างเป็นรูปธรรม ตลอดจนประสาน กปน. ให้มอบหมายงานแก่ลูกเสืออาสา กกต. ได้ปฏิบัติจะทำให้ลูกเสืออาสา กกต. มีความรู้ความสามารถ มีประสบการณ์ และมีความมั่นใจสามารถสร้างผลงาน ได้ดีมีประสิทธิภาพในการทำงานมากยิ่งขึ้น
3. ควรให้ลูกเสืออาสา กกต. ปฏิบัติภารกิจทั้งในห้วงที่มีการเลือกตั้ง และไม่มีการเลือกตั้งอย่างต่อเนื่องสม่ำเสมอ จะทำให้ลูกเสืออาสา กกต. มีจิตสำนึกที่ดีในการปฏิบัติหน้าที่ได้อย่างถูกต้องและประสิทธิภาพ
4. ควรฝึกอบรมลูกเสืออาสา กกต. ที่ทดแทนทุกคน ตามหลักสูตร 3 วัน 2 คืน จะทำให้ลูกเสืออาสา กกต. มีความรู้ความสามารถอย่างคุณภาพ
5. ควรพัฒนาครู บุคลากรทางการศึกษาให้มีความรู้เรื่อง ประชาธิปไตยและการเลือกตั้ง เพื่อมีแนวทางปฏิบัติในทิศทางเดียวกัน
