ความเป็นมาและพระราชดำริ

ศูนย์ศึกษาการพัฒนาอันเนื่องมาจากพระราชดำริเป็นหน่วยงานที่พระบาทสมเด็จ พระเจ้าอยู่หัวฯทรงมีพระราชดำริให้จัดตั้งขึ้น เพื่อมีหน้าที่ทำการศึกษา ค้นคว้า แล้วนำข้อมูลจากการศึกษาค้นคว้านั้น ไปใช้ขยายผลในการพัฒนา โดยทรงมีพระราชดำริให้จัดตั้งกระจายอยู่ในพื้นที่ ต่างๆของประเทศรวม 6 ศูนย์คือ ศูนย์ศึกษาการพัฒนาพิกุลทองจังหวัดนราธิวาส, ศูนย์ศึกษาการพัฒนาเขาหินซ้อนจังหวัดฉะเชิงเทรา, ศูนย์ศึกษาการพัฒนาภูพานจังหวัดสกลนคร, ศูนย์ศึกษาการพัฒนาห้วยฮ่องไคร้จังหวัดเชียงใหม่,ศูนย์ศึกษาการพัฒนาห้วยทรายจังหวัดเพชรบุรีและศูนย์ศึกษาการพัฒนาอ่าวคุ้งกระเบนจังหวัดจันทบุรี โดยศูนย์ศึกษาการพัฒนาพิกุลทอง เป็นศูนย์ที่ทรงมีพระราชดำริ ให้ตั้งขึ้นเมื่อ ปีพ.ศ. 2525
ทั้งนี้ทรงมีพระราชประสงค์ในเบื้องต้นเพื่อให้ทำการศึกษา ค้นคว้า การแก้ปัญหาดินเปรี้ยวที่เกษตรกรทำนาได้ผลไม่คุ้มค่า ซึ่งข้อเท็จจริงการแก้ปัญหาเรื่องดินนั้น ต้องทำควบคู่กันไปในหลายด้านคือด้านป่าไม้ แหล่งน้ำ และ อื่นๆด้วย ต่อมาเป็นศูนย์ศึกษาการพัฒนาพิกุลจึงมีรูปแบบการทำงานที่ผสมผสานการทำงานของหน่วยงานด้านอื่นๆด้วย ซึ่งปัจจุบันมีส่วนราชการเข้าร่วมดำเนินงานประมาณ 30 หน่วยงาน

สำหรับงานป่าไม้ เป็นงานที่มีหน้าที่รับผิดชอบหลักในการดำเนินการศึกษา ค้นคว้าและจัดการทรัพยากรป่าไม้ในพื้นที่โครงการให้เกิดผลประโยชน์สูงสุด ซึ่งพื้นที่ส่วนใหญ่เป็นพื้นที่ป่าพรุ(peatswampforest) ที่มีน้ำจืดท่วมขังอยู่เกือบทั้งปี มีเนื้อที่ประมาณ193,559 ไร่ ซึ่งสามารถจำแนกพื้นที่พรุของจังหวัดนราธิวาสโดยอาศัยข้อมูลสภาพของพรรณไม้และสภาพของดินในพื้นที่พรุออกเป็น 3 เขตคือ

ต่อมาเมื่อวันที่ 2ตุลาคม 2546รัฐบาลได้ปฏิรูปราชการ ได้แยกกรมป่าไม้ออกเป็น3กรม กิจกรรมงานที่อยู่ในความรับผิดชอบของกรมป่าไม้ (เดิม) ทั้งหมดถูกกำหนดให้เป็นหน่วยงานหนึ่งอยู่ภายใต้กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เพื่อให้มีหน่วยงานสนองงานภารกิจของกรมป่าไม้ กรมป่าไม้ จึงได้มีคำสั่งให้จัดตั้ง โครงการศูนย์ศึกษาการพัฒนาพิกุลทอง จังหวัดนราธิวาส เป็นหน่วยงานสังกัดกรมป่าไม้ขึ้นมาใหม่ เมื่อปี 2547
วัตถุประสงค์และเป้าหมาย

เพื่อสนองงานโครงการอันเนื่องมาจากพระราชดำริ ในพื้นที่จังหวัดนราธิวาส และ
จังหวัดใกล้เคียง
เพื่อศึกษา ค้นคว้า ทดลอง วิจัย และ สำรวจ หาข้อมูลเกี่ยวกับป่าไม้ในป่าพรุ และป่า
อื่นๆ ในพื้นที่ภาคใต้ มาใช้ในการพัฒนาและส่งเสริมให้เกิดประโยชน์สูงสุดในทางเศรษฐกิจให้กับชุมชนที่อยู่อาศัยรอบๆ ป่าพรุ ในพื้นที่จังหวัดนราธิวาส
เพื่ออนุรักษ์และฟื้นฟูทรัพยากรธรรมชาติป่าพรุพรุ และป่าอื่นๆ ในพื้นที่ภาคใต้ให้คงอยู่
