พระยาไชยยศสมบัติ (เสริม กฤษณามระ) เป็นบุตรของอำมาตย์เอกพระยาราชธนพิทักษ์ (สังข์ กฤษณามระ) และคุณหญิงราชธนพิทักษ์ (แสง ศรัทธาคุ้ม) จบการศึกษาจากโรงเรียน ภ.ป.ร. ราชวิทยาลัย ในพระบรมราชูปถัมภ์ เมื่อจบการศึกษาจึงเข้ารับราชการที่กระทรวงพระคลังมหาสมบัติในปีพ.ศ. 2456 ในตำแหน่งเสมียนกรมที่ปรึกษาการคลัง จากนั้นจึงสอบชิงทุนไปศึกษาต่อที่ประเทศอังกฤษ

แล้วกลับมาเข้ารับราชการที่กระทรวงพระคลังมหาสมบัติ ได้รับบรรจุในตำแหน่งเสมียนอังกฤษ ในเดือนตุลาคมพ.ศ. 2465 พร้อมทั้งได้รับพระราชทานบรรดาศักดิ์เป็น หลวงกฤษณามระพัต ต่อจากนั้นจึงลาออกจากกระทรวงพระคลังมหาสมบัติเข้าทำงานในกรมบัญชีกลาง ตำแหน่งนายเวรชั้น 2 สักระยะหนึ่งได้โอนไปอยู่กรมตรวจเงินแผ่นดิน ตำแหน่งนายเวรชั้น 1 ภายหลังต่อมาเปลี่ยนชื่อตำแหน่งเป็นปลัดกรมชั้น 1 รับราชการอยู่ในกรมตรวจเงินแผ่นดิน จนได้เลื่อนตำแหน่งเป็นผู้ช่วยอธิบดีกรมตรวจเงินแผ่นดิน ในปี พ.ศ. 2472 ได้รับการโอนกลับมาที่กรมบัญชีกลางอีกครั้ง พร้อมตำแหน่งรักษาการอธิบดีกรมบัญชีกลางเมื่อเดือน กุมภาพันธ์ 2472 จนรับตำแหน่งอธิบดีกรมบัญชีกลางเมื่อเดือนเมษายน 2472 ด้วยวัยเพียง 32 ปี และได้รับพระราชทานบรรดาศักดิ์เป็น พระยาไชยสมบัติ
