แนวคิดที่มาและความสำคัญ
ตามเจตนารมณ์ของรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ.2553 ได้บัญญัติหลักการปกครองท้องถิ่นโดยให้องค์กรปกครองส่วนท้องถิ่นมีความเป็นอิสระในการกำหนดนโยบายการปกครองการบริหารงานบุคคลการเงินและการคลังภายใต้การกำกับดูแลของหน่วยงานภาครัฐและการตรวจสอบของภาคประชาชนในการพัฒนาท้องถิ่นกำหนดให้องค์กรปกครองส่วนท้องถิ่นจัดทำแผนยุทธศาสตร์การพัฒนาท้องถิ่น ทั้งนี้ให้องค์กรปกครองส่วนท้องถิ่นได้จัดทำแผนยุทธศาสตร์การพัฒนาเพื่อเป็นทิศทางและแนวทางในการพัฒนาท้องถิ่นเพื่อให้วิสัยทัศน์และยุทธศาสตร์การพัฒนาบรรลุความสำเร็จตามเป้าหมายจึงต้องกำหนดให้มีการจัดทำแผนพัฒนาสามปีเป็นการแปลงยุทธศาสตร์การพัฒนาไปสู่การปฏิบัติโดยมีหลักว่าภายใต้ยุทธศาสตร์การพัฒนาหนึ่งๆจะมีแนวทางการพัฒนาได้มากกว่าหนึ่งแนวทางและภายใต้แนวทางการพัฒนาหนึ่งจะมีโครงการ/กิจกรรมได้มากกว่าหนึ่งโครงการ/กิจกรรมที่จะต้องนำมาดำเนินการเพื่อให้บรรลุตามวัตถุประสงค์และเป้าหมายที่ต้องการในแต่ละยุทธศาสตร์และเทศบาลตำบลใช้แผนพัฒนาสามปีเป็นเครื่องมือในการจัดทำงบประมาณรายจ่ายประจำปีเพื่อให้กระบวนการจัดทำงบประมาณเป็นไปด้วยความรอบคอบและผ่านกระบวนการมีส่วนร่วมของประชาชน

องค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี เป็นองค์กรปกครองส่วนท้องงถิ่นที่มีภารกิจหน้าที่ในการให้บริการสาธารณะแก่ประชาชน โดยยึดหลักว่าด้วยความเสมอภาคและความเป็นกลางของบริการสาธารณะ เป็นกิจการที่รัฐจัดขึ้นเพื่อประโยชน์ของประชาชนโดยรวม ดังนั้นประชาชนทุกคนจึงมีสิทธิที่จะได้รับการปฏิบัติ หรือรับประโยชน์จากบริการสาธารณะ หรือเข้าสู่บริการสาธารณะอย่างเสมอภาคกัน โดยไม่ทำไปเพื่อให้ประโยชน์หรือสิทธิแก่ใครคนใดคนหนึ่งหรือกลุ่มใดกลุ่มหนึ่งโดยเฉพาะ ดังนั้นจึงได้มีการจัดการสำรวจความพึงพอใจต่อการให้บริการขององค์การบริหารส่วนตำบลคำโคกสูง เพื่อสำรวจและนำข้อสารสนเทศต่างๆที่ได้จากการประเมินมาปรับปรุงแก้ไขให้การดำเนินงานขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี สัมฤทธิ์ผลตามเป้าประสงค์ที่ตั้งไว้
วัตถุประสงค์
รายงาน เรื่อง การศึกษาความพึงพอใจของประชาชนต่อการให้บริการขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี มีวัตถุประสงค์ในการศึกษาค้นคว้า ดังนี้
1. ความพึงพอใจต่อการให้บริการ ด้านกระบวนการ/ขั้นตอนการใช้บริการ
2. ความพึงพอใจต่อการให้บริการ ด้านเจ้าหน้าที่/บุคลากรให้บริการ
3. ความพึงพอใจต่อการให้บริการ ด้านสิ่งอำนวยความสะดวก
4. ศึกษาความคิดเห็นและข้อเสนอแนะของประชาชนเพื่อปรับปรุงการให้บริการ

ขอบเขตการศึกษาค้นคว้า
ประชาชนและกลุ่มตัวอย่าง
ประชาชนในการศึกษาครั้งนี้ ได้แก่ ประชาชนที่มาใช้หรือมารับบริการด้านต่างๆขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี
กลุ่มตัวอย่าง

2. ผลจากการศึกษาทำให้ผู้ที่เกี่ยวข้องสามารถทราบถึงปัญหาและข้อเสนอแนะต่างๆและนำผลการศึกษาใช้เป็นแนวทางในการวางแผนพัฒนาการให้บริการด้านโครงสร้างพื้นฐานให้มีประสิทธิภาพและสร้างความพึงพอใจให้แก่ประชาชนต่อไป
