จนกระทั่งนายอภิรักษ์ โกษะโยธิน ได้รับเลือกตั้งเป็นผู้ว่าราชการกรุงเทพมหานครในปี 2547 เครือข่ายศิลปินและประชาชนจึงได้นำโครงการหอศิลป์เข้าหารือและได้รับการพิจารณาเห็นชอบให้ดำเนินการจัดสร้าง นับเป็นเวลาถึง 10 ปีกว่าที่หอศิลป์แห่งนี้จะสำเร็จลุล่วงได้
