การทดลองในท้องฟ้าเป็นครั้งแรก จนถึงปี พ.ศ.๒๕๑๒ กระทรวงเกษตรและสหกรณ์ ได้จัดตั้งหน่วยบิน ปราบศัตรูพืชกรมการข้าว และพร้อมที่จะให้การสนับสนุน ในการสนองพระราชประสงค์ ม.ร.ว.เทพฤทธิ์ เทวกุล จึงได้นำความขึ้นกราบบังคมทูลพระกรุณาทรงทราบว่า พร้อมที่จะดำเนินการ ตามพระราชประสงค์แล้ว ดังนั้นในปีเดียวกันนั้นเอง ทรงพระกรุณาโปรดเกล้าฯ ให้ทำการทดลองปฏิบัติการจริงในท้องฟ้าเป็นครั้งแรก เมื่อวันที่ ๑-๒ กรกฎาคม ๒๕๑๒ โดยกระทรวงเกษตรและสหกรณ์แต่งตั้งให้ ม.ร.ว.เทพฤทธิ์ เทวกุล เป็นผู้อำนวยการโครงการ และหัวหน้าคณะปฏิบัติการทดลอง เป็นคนแรก และเลือกพื้นที่วนอุทยานเขาใหญ่เป็นพื้นที่ทดลองเป็นแห่งแรก โดยทดลองหยอดก้อนน้ำแข็งแห้ง (dry ice หรือ solid carbondioxide) ขนาดไม่เกิน ๑ ลูกบาศก์นิ้ว เข้าไปในยอดเมฆสูงไม่เกิน ๑๐,๐๐๐ ฟุต ที่ลอยกระจัดกระจายอยู่เหนือพื้นที่ทดลองในขณะนั้น ทำให้กลุ่มเมฆ ทดลองเหล่านั้น มีการเปลี่ยนแปลงทางฟิสิกส์ของเมฆอย่างเห็นได้ชัดเจน เกิดการกลั่นรวมตัวกันหนาแน่น และก่อยอดสูงขึ้นเป็นเมฆฝนขนาดใหญ่ ในเวลาอันรวดเร็วแล้วเคลื่อนตัวตามทิศทางลม พ้นไปจากสายตา ไม่สามารถสังเกตได้ เนื่องจากยอดเขาบัง แต่จากการติดตามผลโดยการสำรวจทางภาคพื้นดิน และได้รับรายงานยืนยันด้วยวาจาจากราษฎรว่า เกิดฝนตกลงสู่พื้นที่ทดลองวนอุทยานเขาใหญ่ในที่สุด นับเป็นนิมิตหมายบ่งชี้ให้เห็นว่า การบังคับเมฆให้เกิดฝนเป็นสิ่งที่เป็นไปได้


วัตถุประสงค์

โครงการฝนหลวง เกิดขึ้นจากพระราชดำริส่วนพระองค์ ในพระบาทสมเด็จพระเจ้าอยู่หัว ในปี พ.ศ ๒๔๙๕ เมื่อคราวเสด็จพระราชดำเนินเยี่ยมพสกนิกรในภาคตะวันออกเฉียงเหนือ ได้ทรงรับทราบถึงความเดือดร้อน ทุกข์ยากของราษฎร และเกษตรกรที่ขาด แคลนน้ำ อุปโภค บริโภค และการเกษตร จึงได้มีพระมหากรุณาธิคุณ พระราชทาน โครงการพระราชดำริ "ฝนหลวง" ให้กับ ม.ร.ว.เทพฤทธิ์ เทวกุล ไปดำเนินการ ซึ่งต่อมา ได้เกิดเป็นโครงการค้นคว้าทดลอง ปฏิบัติการฝนเทียมหรือฝนหลวงขึ้น ในสังกัด สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ เมื่อปี ๒๕๑๒ ด้วยความสำเร็จของ โครงการ จึงได้ตราพระราชกฤษฎีกา ก่อตั้งสำนักงานปฏิบัติการฝนหลวง ขึ้นในปี พ.ศ.๒๕๑๘ ในสังกัดกระทรวงเกษตรและสหกรณ์ เพื่อเป็นหน่วยงานรองรับโครงการ พระราชดำริ "ฝนหลวง" ต่อไป
สำนักงานปฏิบัติการฝนหลวง ไม่สามารถขยายขอบเขตการให้บริการฝนหลวง แก่ประชาชนและเกษตรกรได้อย่างทั่วถึง และเพียงพอกับความต้องการใช้ประโยชน์ได้ เช่น ในฤดูแล้งปี พ.ศ.๒๕๓๐ ได้เกิดภาวะขาดแคลนน้ำอุปโภค บริโภคใน ๘ จังหวัด ของภาคตะวันออกเฉียงเหนือ คือ จว.นครราชสีมา บุรีรัมย์ สุรินทร์ ร้อยเอ็ด กาฬสินธ์ ขอนแก่น มหาสารคาม และชัยภูมิ อย่างรุนแรง ได้ทราบถึงพระเนตร พระกรรณ ในพระบาทสมเด็จพระเจ้าอยู่หัว ในวันที่ ๒๕ มีนาคม ๒๕๓๐ จึงได้มีกระแสพระราชดำรัสกับผู้บัญชาการทหารบก ให้หาลู่ทางแก้ไขปัญหาดังกล่าวโดยเร็ว ด้วยเหตุนี้จึงได้เกิดโครงการน้ำพระราชหฤทัยจากในหลวง หรือโครงการอีสานเขียวขึ้น
การทำฝนหลวงเป็นกรรมวิธีการเหนี่ยวนำน้ำจากฟ้า จะต้องให้เครื่องบิน ที่มีอัตราการ บรรทุกมากๆ บรรจุสารเคมีขึ้นไปโปรยในท้องฟ้า โดยดูจากความชื้นของจำนวนเมฆ และสภาพของทิศทางลมประกอบกัน ปัจจัยสำคัญที่ทำให้เกิดฝนคือ ความร้อนชื้น ปะทะความเย็น และมีแกนกลั่นตัวที่มีประสิทธิภาพ ในปริมาณที่เหมาะสมกล่าวคือ เมื่อมวลอากาศร้อนชื้น ที่ระดับผิวพื้นขึ้นสู่อากาศเบื้องบน อุณหภูมิของมวลอากาศ จะลดต่ำลงจนถึงความสูงที่ระดับหนึ่ง อุณหภูมิที่ลดต่ำลงนั้นมากพอ ก็จะทำให้ไอน้ำในมวลอากาศอิ่มตัว จะเกิดขบวนการกลั่นตัวเองของไอน้ำในมวลอากาศขึ้นบนแกนกลั่นตัว เกิดเป็นฝนตกลงมา ฉะนั้นสารเคมีที่ใช้จึงประกอบด้วยสูตรร้อน เพื่อใช้กระตุ้นเร่งเร้ากลไกการหมุนเวียนของบรรยากาศสูตรเย็น ใช้เพื่อกระตุ้นกลไกการรวมตัวของละอองเมฆ ให้โตขึ้นเป็นเม็ดฝน และสูตรที่ใช้เป็นแกนดูดซับความชื้น เพื่อใช้ กระตุ้นกลไก ระบบการกลั่นตัวให้มีประสิทธิภาพสูงขึ้น
