โครงการนี้ มีวัตถุประสงค์ เพื่อวิเคราะห์ปัญหาที่เกิดขึ้นในงานก่อสร้างในมหาวิทยาลัยขอนแก่น ที่ได้นำสัญญาว่าจ้างแนบท้ายระเบียบสำนักนายกรัฐมนตรี พ.ศ.2535 มาใช้ เพื่อวิเคราะห์ความเหมาะสมในการนำสัญญา FIDIC(1999) มาใช้ในกงานก่อสร้างภาครัฐ และเพื่อเสนอแนะแนวทางการปรับปรุงข้อกำหนดสัญญาเพื่อแก้ไขปัญหาด้านต่างๆที่จะขึ้น ขั้นตอนการศึกษาประกอบด้วย การศึกษาเอกสารที่เกี่ยวข้อง โดยดูจากวาระการประชุมของโครงการต่างๆ ในมหาวิทยาลัยขอนแก่น จากกองอาคารและสถานที่ วิเคราะห์ปัญหาต่างๆ ที่เกิดขึ้นจากการนำสัญญาจ้างแนบท้ายสำนักนายกฯมาใช้ ประเมินความเหมาะสมในการนำสัญญาFIDIC(1999) มาเปรียบเทียบข้อกำหนด และวิเคราะห์หาแนวทางป้องกันปัญหาดังกล่าว
ผลการศึกษาสรุปว่า สัญญามาตรฐานFIDIC(1999) เป็นสัญญาที่สามารถนำมาใช้ในหน่วยงานภาครัฐอย่างมีประสิทธิภาพและควรนำข้อกำหนดสัญญาบางข้อมาแก้ไขเพิ่มเติมจากสัญญาจ้างแนบท้ายสำนักนายกฯว่าด้วยการพัสดุ พ.ศ.2535 เพื่อลดปัญหาที่จะเกิดขึ้นตาม
