การศึกษาเรื่อง การบริหารจัดการองค์การภาครัฐที่ประสบความสำเร็จตามหลักการบริหารทางตะวันตกและตามหลักการทางพระพุทธศาสนา ครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยการบริหารจัดการองค์การภาครัฐที่ประสบความสำเร็จตามหลักการทางตะวันตกและตามหลักการทางพระพุทธศาสนา 2) เพื่อศึกษาแนวทางการบริหารจัดการองค์การภาครัฐตามหลักการทางตะวันตกและตามหลักการทางพระพุทธศาสนา 3) รูปแบบการบริหารจัดการองค์การภาครัฐตามหลักการทางตะวันตกและตามหลักการทางพระพุทธศาสนาประชากรที่ใช้ในการศึกษาครั้งนี้ ได้แก่ ข้าราชการ เจ้าหน้าที่ และลูกจ้าง องค์กรปกครองส่วนท้องถิ่นดีเด่น จำนวน 20 องค์กร ในเขตจังหวัดชลบุรี โดยมีขนาดของกลุ่มตัวอย่างเท่ากับ 310 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ .9497 วิเคราะห์โดยใช้สถิติพื้นฐาน คือ สถิติเชิงพรรณนา ได้แก่ การหาค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (standard deviation) ใช้การวิเคราะห์เนื้อหา (Content analysis)
ผลการวิจัยพบว่า
1. ปัจจัยการบริหารจัดการองค์การภาครัฐที่ประสบความสำเร็จตามหลักการทางตะวันตก ระดับบุคคล มีประสบการณ์ความชำนาญในการทำงานมีการถ่ายทอดเทคนิค วิธีการทำงาน ระดับกลุ่มหรือทีมงาน มีการเรียนรู้ คิด วิเคราะห์ ร่วมกันระหว่างผู้ร่วมงานเพื่อหาแนวทางการทำงาน พัฒนางาน ระดับองค์การ หน่วยงานของสามารถปรับตัวและพัฒนาการทำงานจนเป็นที่ยอมรับของสังคม รูปแบบและวิธีการดำเนินการ ผู้บริหารระดับรองนายกองค์การ/รองหัวหน้าหน่วย งานเป็นผู้ทำโครงการการบริหารจัดการองค์การไปขยายให้ผู้ปฏิบัติงานและมีการกำหนดตัวบุคคลที่มาเป็นผู้อำนวยความสะดวกในการทำงาน
2. แนวทางการบริหารจัดการองค์การภาครัฐตามหลักการทางพระพุทธศาสนา ด้านสัจจะ ผู้บริหารรักษาระเบียบ มีวินัย ปฏิบัติตนเป็นแบบอย่างที่ดีแก่เพื่อนร่วมงาน ด้านทมะ ผู้บริหารได้ส่งเสริมพัฒนาตนเองและเพื่อนร่วมงานโดยฝึกอบรมในด้านวิชาการอย่างสม่ำเสมอ ด้านขันติ ผู้บริหารมีความอดทนต่อความยากลำบาก เมื่อมีปัญหาสามารถแก้ไขได้ถูกต้อง ด้านจาคะ ผู้บริหารองค์การนำหลักธรรมาภิบาลมาใช้ในการปกครองเพื่อนร่วมงาน มีการให้กำลังใจในการปฏิบัติงานของผู้ร่วมงานทุกฝ่าย
