การวิจัยเรื่อง การพัฒนาประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต ของพนักงานกองผลิตและจ่ายน้ำ ฝ่ายโรงงานผลิตน้ำบางเขน มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับประสิทธิภาพการปฏิบัติงานในภาวะวิกฤตของพนักงาน 2) ศึกษาปัจจัยที่มีผลต่อประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต และ 3) ศึกษาแนวทางในการพัฒนาประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต ประชากรที่ใช้ในการศึกษา เป็นพนักงานกองผลิตและจ่ายน้ำ ฝ่ายโรงงานผลิตน้ำบางเขน จำนวนทั้งสิ้น 68 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ใช้สถิติเชิงพรรณนา ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ใช้สถิติเชิงอนุมานได้แก่ การทดสอบค่า F (F- test) และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน
ผลการวิจัยพบว่า ประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต ของพนักงาน กองผลิตและจ่ายน้ำ ฝ่ายโรงงานผลิตน้ำบางเขน อยู่ในระดับสูง โดยให้ความสำคัญเรียงตามลำดับคือ ด้านความรับผิดชอบ ด้านการมีสัมพันธภาพที่ดีของบุคลากร ด้านความรู้ความสามารถด้านการผลิตและจ่ายน้ำ และ ด้านทักษะในการปฏิบัติงาน ทั้งนี้ปัจจัยส่วนบุคคลที่แตกต่างกันในด้านตำแหน่งงาน ระดับการศึกษา และระยะเวลาปฏิบัติงาน ปรากฏว่าไม่ส่งผลต่อประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต และปัจจัยการสนับสนุนขององค์กรทั้ง 3 ด้านได้แก่ การฝึกอบรม การจัดการด้านบุคลากร และ สิ่งอำนวยความสะดวกในการปฏิบัติงาน มีความสัมพันธ์กับประสิทธิภาพการปฏิบัติงานในภาวะวิกฤตในทิศทางบวก อย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.01
สำหรับการพัฒนาประสิทธิภาพการปฏิบัติงานในภาวะวิกฤต หน่วยงานควรมีการวางแผนการฝึกอบรมที่จำเป็น การพิจารณาคัดเลือกบุคลากร การมอบหมายงานที่ตรงกับความรู้ ความสามารถ การจัดระบบการหมุนเวียนให้พนักงานสามารถปฏิบัติงานได้หลากหลายหน้าที่ ให้สามารถปฏิบัติงานทดแทนกันได้เมื่อจำเป็น และการพัฒนาศักยภาพผู้บริหารระดับต้น
