สรวิศ รัตนพิไชย (2550) ได้ศึกษากระบวนจัดซื้อจัดจ้างในปัจจุบันภายใต้กฎ ระเบียบ ข้อบังคับ และมติต่าง ๆ ที่เกี่ยวข้องกับการจัดซื้อจัดหาพัสดุด้วยวิธีการทางอิเล็กทรอนิกส์ (e-Auction) กรณีศึกษาการไฟฟ้าส่วนภูมิภาคแล้วนำเสนอแนวทางการปรับปรุงและเพิ่มประสิทธิภาพของกระบวนการจัดซื้อจัดหาพัสดุเพื่อทำให้ระยะเวลาดำเนินการจัดซื้อจัดหารวม (Total Purchasing Cycle Time) ลดลง นำไปสู่การลดมูลค่าพัสดุคงคลัง (Inventory)
ในการศึกษาดังกล่าว ได้เก็บข้อมูลการจัดซื้อจัดหา สัมภาษณ์หน่วยงาน และผู้เกี่ยวข้อง รวมถึงศึกษาโครงสร้างองค์กรการจัดซื้อ โซ่อุปทานของกรณีศึกษา และ กระบวนการจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ของหน่วยงานกรณีศึกษา จากนั้นจะทำการปรับปรุงกระบวนการ (Improvement) ทางธุรกิจใหม่ และวิเคราะห์ถึงผลดีที่จะได้รับ หากมีการปรับปรุงกระบวนการใหม่ โดยการใช้จำลองแบบสถานการณ์ (Simulation Model) เป็นเครื่องมือในการพิสูจน์ผลลัพธ์ของกระบวนการใหม่ดังกล่าวเปรียบเทียบกับกระบวน การจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ (e-Auction) ในปัจจุบันและวัดประสิทธิภาพของกระบวน การจัดซื้อจัดจ้างใหม่ตามหลักการของแบบจำลองอ้างอิงการดำเนินงานในโซ่อุปาน (SCOR Model) ด้วย

2.9.8 การจัดหาแบบวิธี F.M.S.
ได้รับความร่วมมือจากกองทัพอากาศประเทศสหรัฐอเมริกา เนื่องจากวิธีการดังกล่าวเป็นการจัดซื้อระหว่างประเทศ สหรัฐอเมริกา กับ ประเทศไทยโดยตรงนั้น เป็นวิธีการจัดซื้อจัดหาของกรมสรรพาวุธทหารบก เพื่อให้ได้มาซึ่งอาวุธยุทโธปกรณ์มาใช้ในกองทัพบก โดยผ่านกองทัพอากาศโดยใช้เครื่องบินของกองทัพอากาศเป็นการขนส่ง
ดังนั้นการที่จะได้ซึ่งอาวุธยุทโธปกรณ์มาในปัจจุบันจะเป็นการจัดหาพัสดุแบบ FMS ด้วย งบประมาณที่ได้รับจากรัฐบาลทั้งสิ้น

2.9.8.1 แบบของการจัดซื้อจัดหาทาง FMS
กองทัพอากาศเป็นผู้ซื้อในนามของรัฐบาลไทย และ กระทรวงกลาโหมสหรัฐฯ เป็นผู้ขายในนามรัฐบาล สหรัฐฯ โดยจะใช้เอกสารที่เรียกว่า LOA เป็นเสมือนสัญญาสำหรับการซื้อขาย สำหรับข้อกำหนดหรือระเบียบปฏิบัติทั้งหมดใน LOA ฝ่าย สหรัฐฯ เป็นผู้กำหนด กองทัพอากาศเป็นผู้ปฏิบัติตามเงื่อนไขที่ระบุไว้ แบบต่างๆ ของการจัดหาพัสดุทาง FMS จะเป็นไปตามลักษณะที่กำหนดไว้ในการทำ LOA โดยแยกเป็น 3 แบบ คือ
