กรมปศุสัตว์ดำเนินโครงการพัฒนาเด็กและเยาวชนในถิ่นทุรกันดาร ตามพระราชดำริสมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี ตั้งแต่ พ.ศ. 2538 โดยส่งเสริมการเลี้ยงสัตว์ตามโครงการเกษตรเพื่ออาหารกลางวันในโรงเรียน วัตถุประสงค์เพื่อให้นักเรียนได้บริโภคอาหารโปรตีนจากเนื้อสัตว์อย่างเพียงพอ ได้เรียนรู้การผลิตปศุสัตว์จากการปฏิบัติด้วยตนเอง ให้เกิดความรู้และทักษะเป็นพื้นฐานของการศึกษาและการประกอบอาชีพ การส่งเสริมปศุสัตว์ในโรงเรียนระยะแรกพบปัญหาเรื่องความไม่ต่อเนื่องของกิจกรรม โดยการจัดสรรปัจจัยการผลิตสู่โรงเรียนจะดำเนินการเมื่อได้รับงบประมาณประจำปีตั้งแต่เดือนตุลาคมเป็นต้นไป แต่การดำเนินงานในโรงเรียนจะหยุดลงเมื่อปิดภาคเรียนในเดือนมีนาคม โรงเรียนส่วนใหญ่ต้องการรับปัจจัยการผลิตใหม่เมื่อเปิดภาคเรียนในเดือนพฤษภาคม และรอการสนับสนุนจากภาครัฐในช่วงภาคเรียนแรก ทำให้ผลผลิตปศุสัตว์ของโรงเรียนไม่เพียงพอกับความต้องการของนักเรียน และการเรียนรู้ของนักเรียนไม่ต่อเนื่อง
