ประวัติความเป็นมา
ในอดีตช่วงปี พ.ศ. 2488 นั้น ภายหลังจากญี่ปุ่นยอมแพ้สงครามโลกครั้งที่ 2 แล้ว ขบวนการลาวอิสระได้ประกาศให้ประเทศลาวเป็นเอกราชจากฝรั่งเศสและประกาศจัดตั้งรัฐบาลลาวอิสระ โดยใช้ธงนี้เป็นสัญลักษณ์ในการเคลื่อนไหว แต่ 6 เดือนให้หลังต่อมาฝรั่งเศสก็กลับเข้ามาปกครองลาวซึ่งเป็นส่วนหนึ่งของอินโดจีนฝรั่งเศสและล้มรัฐบาลลาวอิสระลง (ได้ให้เอกราชแก่ลาวภายหลังในปี พ.ศ. 2498 ลาวจึงปกครองตนเองต้วยระบอบประชาธิปไตยอันมีพระมหากษัตริย์เป็นประมุข) ธงนี้ก็ได้ถูกนำมาใช้เป็นสัญลักษณ์ของขบวนการปะเทดลาวแทน ซึ่งขบวนการนี้จัดตั้งโดยผู้นำขบวนการลาวอิสระส่วนหนึ่ง ที่นิยมแนวคิดทางการเมืองฝ่ายซ้าย ภายใต้การนำของเจ้าสุภานุวงศ์
