พระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงห่วงใยราษฎรที่ประสบปัญหาเสื่อมโทรมของพื้นที่เพาะปลูก ทรัพยากรธรรมชาติถูกทำลาย ทำให้ผลผลิตด้านการเกษตรและการประมงลดต่ำลง จึงมีพระราชดำริที่จะทำการศึกษาพัฒนาพื้นที่ในเขตที่ดินชายทะเล เพื่อแนะนำให้ประชาชนได้มีความรู้ และเล็งเห็นความสำคัญของการใช้ และการอนุรักษ์ทรัพยากรธรรมชาติด้านต่างๆ อย่างเหมาะสม จึงพระราชทานพระราชดำริแก่
วัตถุประสงค์

๑. เพื่อเพิ่มผลผลิตพันธุ์สัตว์น้ำในแหล่งน้ำธรรมชาติ
๒. เพื่อส่งเสริมและสาธิตการเลี้ยงกุ้งทะเล
๓. ศึกษาผลกระทบของสิ่งแวดล้อม
๔. เพื่อค้นคว้าทางวิชาการและเทคโนโลยีการเพาะเลี้ยงสัตว์น้ำ
๕. เพื่ออบรมและถ่ายทอดความรู้ด้านอาชีพประมงให้แก่เกษตรกรและนักเรียน
